Residents of Snehdeep Apartments in Ulhasnagar have accused MSEDCL officials of allegedly reconnecting an illegal electricity line minutes after disconnection, triggering corruption and bribery allegations.
The MSEDCL Ulhasnagar power theft case has sparked outrage in Thane district after residents alleged that a senior Maharashtra State Electricity Distribution Company Limited official restored an illegal electricity connection following an inspection raid.
The incident reportedly occurred on May 22, 2026, at Snehdeep Apartments, Ulhasnagar-3, where residents claimed that electricity theft linked to two flats had continued for several years.
According to complaints submitted by residents, occupants of Flat No. 105, A-Wing, allegedly routed high-load electricity illegally to Flat No. 204, B-Wing, bypassing authorised metering systems.
The alleged activity, according to the society administration, amounted to violations under Sections 126 and 135 of the Electricity Act, which deal with unauthorised electricity usage and power theft.
Society secretary Bhushan Baldev Khatri, who identified himself as the complainant, alleged that repeated complaints had previously been submitted to MSEDCL regarding suspicious electricity activity inside the building.

Alleged fraudster Bhaskar Koli, Lal Punjabi, and the Closed-Door Inspection Allegations
According to residents, Shri Bhaskar Koli, identified in the complaint as an Additional Executive Engineer attached to the MSEDCL Ulhasnagar division, arrived with an enforcement squad on Friday afternoon.
Residents alleged that Bhaskar Koli inspected the parking meter cabin, identified the allegedly manipulated connection, and directed technicians to disconnect the electricity supply to the disputed premises immediately.
However, controversy escalated after residents claimed the inspection team later entered the accused premises, accompanied by Lal Punjabi, identified in the complaint as the brother of the accused occupant, Govind Punjabi.
According to the society administration, the officials and accompanying individuals remained inside the flat for approximately thirty minutes while residents and society representatives were allegedly kept outside the premises.
The complaint further alleges that no formal Panchnama, or spot assessment report, was prepared publicly before witnesses during the inspection and alleged enforcement process.
Residents claimed that after exiting the premises, the enforcement team allegedly restored the same electricity connection earlier identified as unauthorised during the inspection exercise.

₹25,000 Bribery Rumours And Vigilance Complaints Reach Mumbai Authorities
Residents alleged that a cash payment of approximately ₹25,000 may have changed hands during the thirty-minute closed-door meeting inside the disputed apartment.
The complaint describes the alleged payment as a “spot-bribe” intended to suppress further enforcement action and prevent registration of a criminal electricity theft case.
No official confirmation regarding any alleged payment has yet been issued by MSEDCL, Maharashtra Anti-Corruption Bureau authorities, or any investigating agency connected to the matter.
According to Bhushan Baldev Khatri, photographic material allegedly showing Bhaskar Koli, enforcement staff members, and Lal Punjabi at the inspection site has already been submitted to authorities.
The complaint material was reportedly forwarded to the Chief Vigilance Officer, Mumbai, the Anti-Corruption Bureau Thane Unit, and Maharashtra’s Ministry of Energy at Mantralaya.
Residents further alleged that the official MSEB vehicle used by the inspection squad had been parked nearly half a kilometre away from the building during the operation.
According to local residents quoted within the complaint draft, the alleged conduct represented financial losses to the public exchequer while ordinary electricity consumers faced stricter enforcement actions for minor defaults.

Snehdeep Apartments Residents Threaten High Court Writ Petition
The Snehdeep Apartments administration has demanded immediate suspension of the concerned officials and a high-level vigilance inquiry conducted outside the local Ulhasnagar administrative circle.
In a statement attributed to the society administration, residents alleged that ordinary consumers often face swift disconnection over delayed bills, while major alleged theft operations receive protection through corruption.
The society administration also claimed that if no FIR is registered against the accused individuals and concerned officials within forty-eight hours, further legal proceedings would follow.
According to the complaint draft, residents are considering approaching the Hon’ble High Court through a writ petition concerning the alleged nexus within the Kalyan-Ulhasnagar MSEDCL zone.
The documents referenced by residents reportedly include complaint copies submitted earlier to MSEDCL and consumer records allegedly connected to disputed electricity installations.
The complaint package also reportedly contains on-site photographs allegedly showing Bhaskar Koli, enforcement personnel, and Lal Punjabi present during the May 22, 2026, inspection exercise.
