The DY Patil Medical College scam has erupted, with students being extorted for ₹32 lakh under a mysterious “5th-year” fee. Regulatory bodies like MCC, NMC, and UGC failed to act despite repeated alerts. Internship certificates are being withheld, careers destroyed. Sprouts SIT investigation reveals a deep nexus of corruption and official apathy.
In a shocking exposé that has rocked India’s medical education sector, the Sprouts News Special Investigation Team (SIT) has uncovered a major fee extortion racket involving Dr. D.Y. Patil Medical College, Pune. The college is accused of charging a mysterious ₹32 lakh “5th-year” fee without any regulatory sanction or transparent disclosure.
In a scathing letter dated June 5, 2025, the Medical Counselling Committee (MCC), operating under the Directorate General of Health Services (DGHS), slammed the institute for:
• Failing to provide any year-wise breakdown of MBBS fees
• Charging unjustified amounts under a vague “fifth instalment”
• Illegally withholding internship certificates, effectively blocking students from employment or further studies.




Deputy Director Dr. B. Srinivas issued a direct order:

“Clarify the ₹32 lakh fee immediately! Upload year-wise breakup on the MCC portal without delay.”
Despite this, no remedial action has been taken by the college or its parent university.

Health Ministry Sidesteps Accountability, NMC Orders Ignored

The Sprouts SIT investigation reveals a disturbing pattern of bureaucratic evasion and regulatory negligence. In response to an RTI request (PRSEC/R/E/25/00516) filed by affected students, Health Ministry Undersecretary Anant Kumar casually diverted responsibility by forwarding the query to the National Medical Commission (NMC) on June 6, admitting:
“No information available… check the portal.”

Ironically, NMC had already issued seven directives between January and May 2025 to the Directorate of Medical Education and Research (DMER), Maharashtra, demanding:

• A probe into the illegal 5th-year fee
• Submission of Action Taken Reports within 7 days
DMER’s response? Absolute silence. Students allege a coordinated cover-up.
“It’s clear the Health Ministry and DMER are shielding the college,” said one whistleblower to Sprouts News SIT.

UGC’s Inaction Fuels Fee Mafia’s Impunity

Meanwhile, the University Grants Commission (UGC) has been accused of gross negligence. The Sprouts SIT has accessed proof that former Dean Dr. J.S. Bhawalkar submitted false affidavits to UGC claiming “no internship fees,” while simultaneously signing receipts for ₹32 lakh.

Parents are furious:

“UGC promised action but delivered nothing. It’s a paper tiger watching students burn.”



Convocation Without Credentials: Symbolic Degrees, No Careers

In an embarrassing turn of events, the 16th Convocation of D.Y. Patil Medical College was conducted on May 26, 2025, even after the Governor of Maharashtra pulled out as Chief Guest in protest.
Students walked the stage without receiving internship completion certificates, rendering their degrees functionally worthless.
“We were handed empty degrees. Without internship certificates, we can’t register, work, or study further. It’s institutional betrayal,” one graduate told Sprouts News Special Investigation Team (SIT).

Vice Chancellor Shields Unregistered Dean, Freezes Campus

The Sprouts SIT also found that Vice Chancellor Dr. N.J. Pawar actively protected Dr. Rekha Arcot, whose registration with the Maharashtra Medical Council is still not there —making her ineligible to serve as Dean.

Dr. Pawar:

• Refused to appoint an interim Dean, paralyzing grievance mechanisms
• Enabled the fee scam by remaining silent on blatant misconduct
“His silence enabled corruption,” said a senior faculty member to Sprouts News SIT.

Governor’s Inaction Adds to Crisis

Despite receiving a May 20 petition signed by students demanding:

• Full refunds of ₹32 lakh within 24 hours
• Criminal proceedings against the VC, Dean, and trustees
…the Governor only responded by boycotting the convocation. No FIRs were filed. No refunds issued.
“He stayed away from the event but also from justice. Students were abandoned,” Sprouts SIT learned.

Students Vow Legal War: Courts, CBI, and Protest

With no intervention from MCC, NMC, UGC, or the Health Ministry, students have now resolved to:

1.File a contempt petition in the Bombay High Court against the college for violating the Supreme Court’s Inamdar ruling on capitation fees
2.Demand a CBI probe into:
• UGC affidavit fraud
• VC–Dean collusion
• Regulatory complicity across DMER, NMC, and Health Ministry
“We are the victims and the plaintiffs. If no one acts, we will,” vowed student leader Dwivedi, speaking exclusively to Sprouts News SIT.
