स्थानीय कोंकण निवासियों ने रत्नागिरी में रिफाइनरी परियोजना का कड़ा विरोध किया है.

दरअसल पुलिस प्रशासन ने इस विरोध को समाप्त करने के लिए आंदोलन के प्रमुख कार्यकर्ताओं को नोटिस भेजा है; लेकिन पत्रकार शशिकांत वारिशे (Shashikant Warishe) हत्याकांड के मुख्य आरोपी व उसके खेमे के भू-माफियाओं के खिलाफ कोई ठोस कार्रवाई नहीं की गई है. स्प्राउट्स की स्पेशल इन्वेस्टिगेशन टीम (Sprouts’ Special Investigation Team) को सनसनीखेज लेकिन भरोसेमंद जानकारी मिली है.
कंपनी रत्नागिरी रिफाइनरी एंड पेट्रोकेमिकल्स लिमिटेड (आरआरपीसीएल) (Ratnagiri Refinery And Petrochemicals Limited (RRPCL) रत्नागिरी में रिफाइनरी परियोजना के लिए सर्वेक्षण करना चाहती थी. हालांकि, इस सर्वेक्षण को करने के लिए स्थानीय ग्राम पंचायत से अनुमति लेनी होगी. इसके अलावा अन्य शर्तें पूरी करनी होंगी. हालांकि, कंपनी के कर्मचारियों ने यह अनुमति लिए बिना या आवश्यकताओं को पूरा किए बिना गांव में घुसने की कोशिश की, जिसका ग्रामीणों ने घोर विरोध किया. पता चला कि इससे नाराज आरआरपीसीएल प्रबंधन ने पुलिस से हाथ मिला लिया और इन कार्यकर्ताओं के खिलाफ मामला दर्ज करा दिया. इतना ही नहीं, प्रमुख कार्यकर्ताओं को कारण बताओ नोटिस जारी किया गया है, जिसमें दिखाया गया है कि वे सरकारी काम में बाधा डालने और कर्मचारियों के जीवन को खतरे में डालने की योजना बना रहे हैं.
आरटीआई (RTI) के जरिए मांगे गए दस्तावेजों के मुताबिक आरआरपीसीएल द्वारा कराया गया सर्वे अवैध तरीके से कराया गया था. स्प्राउट्स की जांच टीम को पता चला है कि इस अवैध सर्वे के जरिए कुछ बहाने बनाए गए थे और उसी के आधार पर नोटिस भेजे गए थे.
स्पेशल इन्वेस्टिगेशन टीम ने यह भी जानकारी जुटाई है कि भू-माफिया नेता पंढरीनाथ आंबेरकर (Pandharinath Amberkar) ने मृतक के वारिसों के फर्जी हलफनामे बनाकर कई जगहों पर जमीनें बेची हैं. आंबेरकर अवैध जमीन बेचने में माहिर था. इसके बाद करीब एक साल पहले वह भारतीय जनता पार्टी में शामिल हो गया था. इसके बाद उसने इस संदिग्ध कारोबार को और जोर-शोर से शुरू किया.
आंबेरकर के साथ अभिजीत गुरव (Abhijit Gurav), संकेत खडपे (Sanket Khadpe), राजा काजवे (Raja Kajve), सुनील राणे (Sunil Rane), विनायक कदम (Vinayak Kadam), अशपाल हजू (Ashpal Haju), पुरुषोत्तम खंबल (Purushottam Khambal), नंदू चव्हाण (Nandu Chavan), गौरव परांजपे (Gaurav Paranjape), सौरव खडपे (Saurav Khadpe) ने स्थानीय भूमिपुत्रों को धमकाया और उनकी जमीनें हड़प लीं.
इसके चलते ग्रामीणों ने उसके खिलाफ शिकायतें भी दर्ज कराई हैं. इनमें से कुछ लोगों के खिलाफ प्राथमिकी भी दर्ज की गई हैं. लेकिन राजनीतिक दबाव के चलते पुलिस प्रशासन निष्क्रिय भूमिका निभा रहा है. वास्तव में, यदि पुलिस ने इस दबाव का विरोध किया होता और समय पर कार्रवाई की होती तो शशिकांत वारिशे की हत्या नहीं हुई होती.
● शिवसेना नेता, सांसद संजय राउत (Sanjay Raut) ने महाराष्ट्र के उद्योग मंत्री और रत्नागिरी जिले के पालक मंत्री उदय सामंत (Uday Samant) और मुख्य आरोपी पंढरीनाथ आंबेरकर की एक तस्वीर ट्वीट की. यह फोटो और इसकी लाइनें बताती हैं कि सामंत हत्याकांड का मास्टरमाइंड थे.
● इस बारे में विस्तृत खबर सबसे पहले ‘स्प्राउट्स’ (Sprouts) ने जारी की थी. उसके बाद सामंत ने तुरंत ही वारिशे के परिवार को 25 लाख रुपये देने का ऐलान कर दिया. दरअसल, यह घोषणा मुख्यमंत्री एकनाथ शिंदे (Eknath Shinde) या गृह मंत्री देवेंद्र फडणवीस (Devendra Fadnavis) द्वारा किए जाने की उम्मीद थी. लेकिन सामंत ने यह घोषणा की और अपनी लाज बचाने की भरसक कोशिश की.
● इतना ही नहीं, सामंत ने फौरन ‘एबीपी माझा’ (ABP Majha) को अपना इंटरव्यू दिया. छोटा बच्चा भी बता सकता है कि इंटरव्यू के सवाल और जवाब ‘मैनेज्ड’ किए गए थे. सामाजिक कार्यकर्ता एडवोकेट दिलीप इनकर (Dilip Inkar) और अन्य कोंकण निवासियों ने भी इस इंटरव्यू को मैनेज्ड यानी ‘पेड’ होने पर नाराजगी जताई है. दरअसल, उनका कहना है कि हमारे बीच के एक पत्रकार की हत्या कर दी गई और इस तरह ‘पेड’ इंटरव्यू करना मृतक की खोपड़ी में मक्खन खाने जैसा था.

The company Ratnagiri Refinery And Petrochemicals Limited (RRPCL) wanted to conduct a survey for the refinery project at Ratnagiri. However, permission from the local Gram Panchayat has to be obtained to carry out this survey.
Apart from this, other conditions have to be fulfilled. However, the employees of this company tried to enter the village without taking any of this permission or fulfilling the requirements, which was vehemently opposed by the villagers. It was found that the management of RRPCL, which got angry, joined hands with the police and filed a case against these activists.
Not only this but show-cause notices have been issued to the prominent workers, showing that they are planning to obstruct government work and endanger the employees’ lives.
According to the documents sought through RTI, the survey conducted by RRPCL was conducted illegally. The investigation team at Sprouts has come to know that, through this illegal survey, some excuses were made and notices were sent based on that.
The Special Investigation Team has also collected information that land mafia leader Pandharinath Amberkar has sold lands in many places by making bogus affidavits of the heirs of the deceased. Amberkar was adept at selling illegal land. After that, he joined the Bharatiya Janata Party about a year ago. After that, he started this clandestine business with more vigor.
Amberkar along with Abhijit Gurav, Sanket Khadpe, Raja Kajve, Sunil Rane, Vinayak Kadam, Ashpal Haju, Purushottam Khambal, Nandu Chavan, Gaurav Paranjape, Saurav Khadpe threaten the local Bhoomiputras and grab their lands.
Due to this, the villagers have also filed complaints against him. FIRs have also been lodged against some of these people, but due to political pressure, the police administration is taking a passive role. Actually, if the police had resisted this pressure and acted on time, then the murder of Shashikant Warishe would have been avoided.
● Shiv Sena leader, MP Sanjay Raut tweeted a picture of Maharashtra Industries Minister and Guardian Minister of Ratnagiri District Uday Samant and prime accused Pandharinath Amberkar. This photo and the lines in it suggest that Samant was the mastermind behind the murder.
