In a major breakthrough, the National Medical Commission (NMC) has confirmed illegal fifth-year MBBS fees at Dr. D.Y. Patil Medical College, Pune. Despite multiple warnings, Maharashtra’s DMER, led by Dr. Ajay Chandanwale, failed to act. With a July 18 deadline looming, the NMC must revoke accreditation or risk being seen as complicit in a ₹30 lakh per student extortion racket.

Will NMC Revoke Accreditation?

In a landmark development, India’s apex regulator, the National Medical Commission (NMC), has officially admitted to the illegal charging of tuition fees for the fifth academic year at Dr. D.Y. Patil Medical College, Pune. The admission came via an official directive dated July 11, 2025, following months of appeals and RTI disclosures.
This directive is NMC’s first formal acknowledgment of a ₹30–32 lakh per student extortion racket, wherein students were allegedly threatened with degree and internship delays unless they complied. Meanwhile, Maharashtra’s Directorate of Medical Education and Research (DMER), headed by Dr. Ajay Chandanwale, ignored at least 17 central communications, enabling this prolonged academic fraud.

Sprouts SIT Uncovers Regulator Inaction and State-Level Defiance

The Sprouts Special Investigation Team (SIT) reviewed over 200 pages of correspondence between NMC and DMER. The NMC directive reads:
“The issues relating to illegal charging of tuition fees are under the purview of the state medical education. However, complaints were forwarded to DMER, Maharashtra, for necessary action, but no reply has been received.”
This stark statement carries three critical implications:
1.First-ever “illegal” label: The NMC has finally classified fifth-year MBBS fees as unlawful, despite previous denials.
2.Institutional defiance: DMER ignored repeated reminders dated Jan 24, Apr 4, May 23, and Jun 26, asking for urgent redressal.
3.Regulatory collapse: The NMC failed to enforce its own May 1, 2025 circular which grants it authority to revoke accreditation for non-compliance.

Chandanwale’s Controversial Past Haunts the Present

Dr. Ajay Chandanwale, at the center of this controversy, is no stranger to fraud allegations. A 2016 disability scam saw him falsely claim 42% disability to secure a reserved deanship—despite medical assessments capping his disability at 18%, and evidence that he held a valid driver’s license during the same period.
The Central Information Commission (CIC), in F.No. CIC/SS/A/2013/002927-YA, demanded disciplinary action, but the then Medical Council of India (predecessor to NMC) failed to respond. This established a pattern of impunity and non-action, which critics say enabled the current extortion practices.

The July 11 order leaves the NMC with a binary choice:
•Act firmly: Cancel accreditation under its May 1 circular, order full fee refunds with 12% interest, and initiate fraud proceedings against DMER officials.
•Remain passive: Send a fifth “final notice” and allow the illegal fee cartel to continue unchallenged.
Legal experts argue that inaction now would amount to regulatory complicity, especially with students providing recorded testimonies and receipts under coercion.

Student Victims Demand Accountability: “It’s Not Failure — It’s Conspiracy”

Multiple victims have spoken out under the condition of anonymity. One student shared:
“They forced me to pay ₹30 lakhs or lose my internship certificate. If NMC doesn’t act now, it’s not just failure — it’s conspiracy.”
According to Sprouts SIT, several students across batches have submitted audio evidence, receipts, and emails indicating forced payments and deliberate harassment. Some allege that internal college administration cooperated with DMER officers to extract fees.
