A massive forest land scam in Maharashtra, allegedly worth ₹630 lakh crore (7 trillion dollars), has been exposed by a whistleblower. This scandal reportedly implicates Bollywood actor Salman Khan and senior state officials. The allegations mirror systemic corruption in the ongoing ₹50,000 (600 billion dollars) crore Raigad land scam currently under Supreme Court scrutiny.
Renowned Raj Ratna awardee and forest scams expert Hemant Chhajed detailed these claims in a letter to the Maharashtra Chief Secretary. He labelled the alleged 24-year protection of forest offenders as “state-sponsored terrorism.” The letter demands immediate action under stringent laws like MCOCA and PMLA.
The Panvel Files: A 24-Year Alleged Shield for Salman Khan
The core allegation involves systematically shielding Salman Khan and his family from legal consequences. They face five non-bailable forest offences registered since 1997. These forest offences (Van Gunhe) relate to encroachment, poaching, and illegal construction.
The illegal constructions are within the Eco-Sensitive Zone (ESZ) of the Alibaug forest division. Officials are accused of permitting 150 acres of forest land for non-forest use. This bypassed mandatory central government approval, violating the Forest Conservation Act (FCA).
A long list of officials, from Forest Rangers to Principal Chief Conservators, is named. They are accused of collusion to keep these serious cases pending for over two decades. This allowed the alleged destruction to continue unchecked for years.

Striking Parallels with the Supreme Court’s Raigad Scam Probe
The whistleblower asserts this is not an isolated case. It shows a pattern of widespread, organized criminal conspiracy within the system. The Panvel and Alibaug case methods closely mirror the Bivalkar/CIDCO/Raigad scam.
In the Raigad case, the Supreme Court is probing the illegal return of 4,078 acres of forest land. That land is valued at a staggering ₹50,000 crore. Both cases involve the alleged fraudulent diversion of protected forest land.
Both scandals suggest a deep nexus between powerful individuals and government officials. This points to systemic administrative failure across different political regimes. The central government, as the forest’s owner, faces a direct accountability challenge.
A Demand for Extreme Legal Action and Recovery
Shri Hemant Chhajed’s letter demands severe, immediate action to break this alleged criminal syndicate. He frames the official protection as a “Nexus / Milibhagat” between Salman Khan and the state apparatus. The first demand is for FIRs under MCOCA and PMLA.
The Maharashtra Control of Organised Crime Act (MCOCA) is meant for tackling organized crime syndicates. The Prevention of Money Laundering Act (PMLA) would target the proceeds of the alleged crimes. This legal approach treats the accused as a high-level organized group.
The whistleblower also demands a penalty of ₹886 crore for the ecological and financial loss. This sum must be recovered by selling properties of all implicated officials and the Khan family. For the “heinous crimes,” the letter shockingly demands capital punishment (“Fansi”) for the accused.
A Direct Challenge to Central and State Accountability
These allegations present a formidable challenge to both state and central government accountability. The Modi government is compelled to intervene in what appears to be a multi-regime administrative failure. The central government is the constitutional owner of all forest land.
The state government is merely its manager. Recurring mega-scams in Maharashtra’s forest department demand transparent, decisive intervention. The letter claims the crimes victimised nature and also NRI and U.S. citizen families.
Their property and a place of worship were allegedly looted and destroyed. Justice is demanded for these families and for the nation’s looted natural resources. This story continues to develop as authorities face pressure to respond.
