It seems like Rajesh Kumar Jaiswal, the Managing Director of ‘MahaRail, a joint venture of Indian Railways and the Government of Maharashtra,’ is hell-bent on taking an extension of services and engaging in massive corruption, similar to corrupt bureaucrat Radheshyam Moparwar. As a result, he has illegally secured an extension for the position of MD. Shocking information revealed by ‘Sprouts’ Special Investigation Team indicates that this highly corrupt official has been involved in a multi-crore scam.

Rajesh Kumar Jasiwal, widely accused of flouting rules and regulations, is allegedly putting the lives of innumerable people at risk in exchange for a massive commission from contractors. Scamster Rajesh Kumar Jaiswal stands at the center of this corruption scandal, which raises serious concerns about public safety and the integrity of infrastructure projects.

MahaRail is currently executing the gauge conversion works for the Nagpur-Nagbhir Railway line, under the jurisdiction of the Nagpur Division in the South East Central Railway Zone. As part of the project, the company has been tasked with constructing four major Road Over Bridges (ROBs) over railway tracks. However, serious irregularities have emerged in the way these bridges were built and commissioned, particularly regarding their safety and compliance with official regulations.

Three of these bridges were inaugurated between April 2023 and October 2024; these major ROBs were commissioned without obtaining mandatory approvals from the Zonal Railways and a crucial safety clearance from the Commission of Railway Safety (CRS). This violation is particularly alarming, as the CRS certificate is a non-negotiable requirement for commissioning any bridge in India.

The drawings for two of the bridges were only approved in March and May 2023, just a month before they were opened for public use. The third bridge’s design was approved in November 2023, but steel girders intended for the bridge had already been used on-site a year earlier, in November 2022, without any quality checks by the authorities. What’s more, the final plans were submitted to the railways for approval only after the construction was completed, raising questions about the integrity of the entire project.

Even though the drawings had not been approved by Zonal Railways, construction continued, violating all protocols designed to ensure the safety and durability of these critical infrastructure bridges. The lack of CRS certification only deepens the concerns, particularly given the recent spate of railway accidents. This raises alarming questions about the safety of these bridges and the well-being of both the public and the trains running beneath them. This scam in MahaRail is just the tip of the iceberg.

Accusations against scamster Jaiswal have been mounting for months. He is accused of deliberately ignoring safety measures to clear inflated bills submitted by contractors, receiving substantial commissions in return. According to insiders, the higher the contractors’ bills, the larger Jaiswal’s cut. The result has been a series of shoddy and delayed projects, with public funds wasted on poorly executed work. One notable example is the Parbhani Railway Bridge, where columns were dismantled after being constructed, resulting in a massive waste of taxpayer money.

Moreover, there is no oversight from other officials within MahaRail—neither from Indian Railways nor the Maharashtra government. Scamster Jaiswal’s controversial actions have often made headlines in Maharashtra’s leading newspapers, yet no formal investigation has been conducted. Despite this, he continues to hold the position of Managing Director at MahaRail, even after his official retirement in March 2024. The extension of his tenure has raised eyebrows, with both the Maharashtra government and Railways unable to justify the decision.

As per the Sprouts Investigation team, it is known that Jaiswal lives a luxurious life complete with a sea-facing apartment on Marine Drive and luxury cars. He is known for his ostentatious displays of wealth, and there is a strong suspicion that all this is reportedly funded by the corrupt practices associated with his role at MahaRail.

The failure to hold Jaiswal accountable for his alleged crimes raises critical questions about the future of governance in Maharashtra. With no action taken against this high-ranking official, who is accused of endangering public safety and misappropriating funds for personal gain, the people of Maharashtra are left wondering: Is this the future of our state?
