A recent investigation by the Sprouts News Special Investigation Team (SIT) has uncovered disturbing details surrounding Nurse Shalu Lavate’s prolonged stay at Raj Bhavan, the official residence of the Governor of Maharashtra. Despite being posted there on transfer since 28th August 2014, Shalu Lavate’s transfer has been repeatedly blocked, raising serious concerns over the transparency and accountability of the system.
Documents obtained through the Right to Information Act (RTI) reveal that Nurse Lavate was only supposed to remain at Raj Bhavan as long as Governor Bhagat Singh Koshyari was in office. However, sources claim that she manipulated the system to strengthen her proximity with Koshyari and used her connections to repeatedly stall her transfer. Shockingly, although a Class C employee, Lavate managed to secure official residence and servant facilities, which are typically reserved for senior officers.
It is alleged that Governor Koshyari personally intervened, calling relevant officials or even visiting Mumbai to prevent her routine transfer. Under the tenure of Secretary Shweta Singhal, Lavate’s transfer was canceled multiple times, and even after Governor Ramesh Bais took charge, the same pattern continued. According to the Health Department, Shalu Lavate was granted extensions only during Governor Bais’s tenure. However, it has now become evident that Mrs. Shweta Singhal deliberately suppressed her transfer file on multiple occasions.
The situation takes a more troubling turn when the investigation reveals that several doctors who had raised complaints about Lavate’s misconduct were transferred or removed from their positions. Despite these reports, Lavate continued to misuse her proximity to high-ranking officials, engaging in irregular and unethical practices.
In addition to the allegations against Nurse Lavate, Dr. Padole, a doctor appointed at Raj Bhavan, has also been at the center of controversy. Multiple reports from government hospitals have suggested that Dr. Padole was involved in extramarital affairs, and a nurse from a government hospital came forward to complain that he misled her through such relationships. The nurse had intended to file a formal complaint with the Governor, but Raj Bhavan officials reportedly suppressed the issue.
These revelations have shocked the public, as Raj Bhavan is a prestigious institution that upholds the dignity of the state. The presence of individuals like Dr. Padole and Nurse Lavate at such a high-profile office raises significant concerns about the integrity of the Governor’s administration.

The Sprouts Special Investigation Team (SIT) is determined to continue its investigation into these matters and is committed to uncovering the full truth behind the continued stay of Shalu Lavate at Raj Bhavan. This situation has left many wondering why a nurse, who has allegedly violated multiple protocols, has been allowed to remain in such a significant office for more than ten years without being transferred, raising questions about accountability at the highest levels of government. Sprouts News SIT, led by senior journalist Unmesh Gujarathi, has written a letter to the Governor as well.
