BMC Shifts Strategy: 64 Slum Redevelopment Projects Open to Top Private Developers.

The Brihanmumbai Municipal Corporation (BMC), which initially intended to carry out the redevelopment of 64 slum-occupied plots under its ownership, has reversed its strategy. These plots, part of the Slum Rehabilitation Authority (SRA) scheme, will now be awarded to private developers willing to offer a premium exceeding 25%.
Until now, most big developers had shown little interest in participating in SRA projects. However, interest has surged recently, with major players like Adani Realty expressing active curiosity. According to the Sprouts News Special Investigation Team, this sudden shift is being viewed as a strategic move to pave the way for Adani Group to dominate Mumbai’s lucrative slum redevelopment space.

Legacy Developers Ousted as BMC Issues 13/2 Notices

Redevelopment across the city’s east and west suburbs had been stalled for years. Under pressure from the state government, BMC initiated a fresh redevelopment drive. It began collecting updated beneficiary data and evaluating potential developers for the 64 plots.
Legacy developers previously associated with these slum rehabilitation projects have now been formally ousted. The Slum Rehabilitation Authority (SRA) issued 13/2 notices, cancelling prior development rights. This effectively clears the field for a fresh batch of builders, selected via an open bidding model with premium incentives.



Adani, Wadhwa, Rustomjee Among 40 Bidders Attending High-Level Meeting

Initially, BMC approached MHADA (Maharashtra Housing and Area Development Authority) to explore its participation in the project. However, MHADA reportedly showed no interest, prompting BMC to open the projects for tender through a transparent bidding process.
In a key development, over 40 major real estate developers, including Adani Realty, Wadhwa Group, and Rustomjee, attended a strategic meeting with BMC officials last week. Their presence signals significant private sector interest in the high-value plots now being made available through this new model. As noted by the Sprouts News Special Investigation Team, this surge in attention is a dramatic policy shift, especially given the prior stagnation.

Dharavi Redevelopment Master Plan Approved Amid Confidentiality Concerns

In a parallel move, the Maharashtra Government has approved the Master Plan for Dharavi Redevelopment, one of Asia’s largest and most complex slum redevelopment projects. The approval came during a meeting chaired by Deputy Chief Minister Devendra Fadnavis at Sahyadri Guest House.
However, the government has not yet disclosed details on what existing Dharavi residents will receive. While the plan is being positioned as environmentally sustainable and integrated in approach, the Sprouts News Special Investigation Team has learned that the lack of transparency has raised concerns among activists and urban planning experts.



CM Fadnavis directed that:
•Every eligible original resident must be allotted a home,
•Economic activities and business continuity in Dharavi must be safeguarded,
•Development must be carried out with local participation and trust-building,
•Allocations must strictly follow eligibility guidelines.

Is BMC Pushing Adani-Led Privatization Under the Guise of Revitalization?

Stakeholders and civic observers are questioning whether this “premium-based” model is a calculated attempt to hand over Mumbai’s core urban land to a few select private giants—particularly the Adani Group. The fact that prior developers were ousted while heavyweight corporates are now entering the scene has ignited fresh scrutiny.
