A major real estate scam involving Congress-linked Shivji Prabhunarayan Singh and Mishra Builders has defrauded Mumbai homebuyers of crores. The Sprouts SIT investigation reveals false promises, fake agreements, and illegal flat sales despite court orders. FIRs are filed, but the main accused remains absconding, raising serious concerns over political protection and regulatory failure.

Sprouts SIT Uncovers Fraud by Shivji Singh and Mishra Builders

In a startling real estate scam unearthed by the Sprouts News Investigation Team (SIT), a purported senior Congress leader Shivji Prabhunaran Singh, along with developer Ramdhari Devnarayan Mishra of Mishra Builders and Developers, has been accused of defrauding multiple homebuyers in Mumbai of several crores. The fraudulent transactions include false promises of apartment possession, unauthorized sale of flats, and systematic coercion of victims, many of whom are middle-class citizens.

According to a chargesheet filed by the Mumbai Crime Branch, Shivji Singh, his brother-in-law Pradeep Singh, and Ramdhari Mishra have been booked under IPC Sections 420 (cheating), 406 (criminal breach of trust), and 34 (common intention). Additionally, an arrest warrant under Section 138 of the Negotiable Instruments Act was issued against Ramdhari Mishra on May 2, 2023, for dishonored cheques, but he remains untraceable—citing medical excuses to avoid court appearance.

Flat Buyers Cheated with “Ram Darshan II” Project Scam

The Sprouts News Special Investigation Team (SIT) reveals that Shivji Singh and Ramdhari Mishra used their political imagery—featuring photos with top Congress leaders—to lure buyers into a false sense of security. Victims were coerced into purchasing flats in a yet-to-be-constructed building named “Ram Darshan II”. Despite taking large sums in advance, possession was never granted.

In 2008, investor Jayaram Chawla signed a Memorandum of Understanding (MoU) with Ramdhari Mishra for a 3,000 sq. ft. apartment in “Ram Darshan II.” The agreement stated that possession would be handed over in 18 months. However, even after more than 15 years, Chawla has received neither the flat nor a refund. He was conned out of ₹70 lakh.

Similarly, Raghvendra Kumar Rai was promised possession of flats within eight months by Pradeep Singh, citing that his brother-in-law Shivji Singh had already booked two flats in the same project. Raghvendra was taken to Shivji Singh’s office at Najma Heptullah Hall in Santacruz, where further assurances were given. He paid ₹52 lakh via cheques and another ₹ 8 lakh in cash under various pretexts, including legal documentation and parking fees.

Illegal Sale of Flats Despite Court Order

Mumbai High Court Consent Decree Flouted by Mishra Builders

The Sprouts SIT has found that Ramdhari Mishra illegally sold apartments in the “Ram Darshan II” project despite having no legal rights to do so. A consent term signed in 2017 between Mishra and Sunrise Construction Ltd. in the Bombay High Court had explicitly stated that only Sunrise Construction Ltd. was authorized to sell flats on the concerned Vakola land parcel.

By disregarding this legal restraint, Mishra continued to sell flats, causing massive financial losses to unsuspecting buyers. Victims claim that Mishra has looted their “life’s savings” and that the developer’s actions amount to criminal breach of trust.

FIRs Filed Across Mumbai Police Stations

Victims Move Consumer Court After Criminal Complaints

Multiple First Information Reports (FIRs) have been filed against Ramdhari Mishra under IPC Sections 420, 380, 454, 457, 341, and 506 at Vakola and Malad police stations. Aggrieved buyers like Anilkumar Dubey, Dilip Gada, and Javed Shaikh have also filed detailed complaints with the Maharashtra State Consumer Disputes Redressal Commission, seeking compensation and criminal action.

As per police sources, investigations are underway, but the absconding status of Ramdhari Mishra has stalled judicial progress. His repeated failure to appear in court under the pretext of illness has further frustrated victims seeking justice.

Political Nexus and Public Deception

Shivji Singh Exploited Congress Association for Financial Gain

According to the Sprouts SIT, Shivji Singh strategically leveraged his political image to gain the trust of potential buyers. Photos with senior Congress figures were routinely used to project influence. Victims were misled into believing they were investing in a government-blessed or politically “safe” project.

Further, many of the fraudulent transactions took place in Shivji Singh’s personal office, not an authorized builder’s site, which reveals a clear intention to bypass legal scrutiny and maintain operational opacity.

The Singh-Mishra-Pradeep Singh trio reportedly followed a repetitive pattern: target gullible middle-class investors, exploit personal networks, lure them with false timelines, take large advances via cheques and cash, and disappear without legal follow-through.

Sprouts SIT Demands Statewide Probe & Regulatory Oversight

Missing Builder, Ghost Flats, and Crushed Dreams

This case, exposed by the Sprouts News Investigation Team (SIT), underscores a larger crisis in Mumbai’s unregulated builder-buyer ecosystem. It also highlights the urgent need for stricter enforcement of real estate and consumer protection laws in Maharashtra.

Despite multiple court orders and FIRs, buyers continue to suffer due to regulatory inaction and procedural delays. The fact that Ramdhari Mishra is still at large and Shivji Singh remains politically unaccountable, is a grim reflection of the system’s failure.

A Call for Justice & Structural Reform

Sprouts SIT urges the Maharashtra Real Estate Regulatory Authority (MahaRERA), State Consumer Commission, and Mumbai Police to expedite proceedings, arrest absconding culprits, and provide restitution to victims. The misuse of political identity, coupled with open defiance of court orders, makes this not just a property fraud, but a systemic betrayal of public trust.

The trail of dishonored cheques, fake MoUs, and falsified claims of ownership in the Shivji Singh-Mishra Builders scam must become a test case for real estate transparency reforms in India.
