A Sprouts News investigation reveals that builder Kiran Patkar’s excavation work at Shivaji Park has severely damaged Anand Bhuvan, rendering it unsafe. Residents allege deliberate harassment to force evacuation. The report urges BMC to investigate legal violations and prevent further harm to lives and heritage structures in Mumbai.
The residents of Anand Bhuvan, located at D. V. Deshpande Marg in Shivaji Park, are facing an escalating crisis due to deep excavation activities at the adjacent Plot No. 20, CS No. 1982, where a new construction named Amaresha is underway. The site is owned by local builder Kiran Patkar, whose ongoing excavation and foundation work have led to severe structural distress in the neighboring residential building.
Cracks have appeared across key structural components—pillars, beams, and load-bearing walls—raising alarm among tenants and property owners. Several flats are exhibiting broken tiles, sagging floors, and visible horizontal and vertical fissures that threaten the integrity of the structure.

Allegations of Harassment and Intentional Damage Surface

Residents allege that the builder is deliberately neglecting the damage caused. In fact, they claim his actions are intentional—aimed at displacing tenants so the Anand Bhuvan property can be taken over for redevelopment. The tactics have left many residents psychologically distressed, with some even rendered temporarily homeless due to the uninhabitable condition of their homes.
According to official documents submitted to MHADA authorities, the building had recently been certified safe by a government-approved architect in February 2023, following structural repairs. The current damage has emerged solely after excavation began on the adjoining plot, underscoring the gravity of the issue.

Risk of Collapse Looms as Authorities Called to Intervene

The threat of a full or partial building collapse has now become a pressing concern. Water seepage through the excavation site, combined with drilling and stone-cutting activities, continues to compromise the building’s foundation. The builder has deployed several water pumps that incessantly pump water into BMC’s rainwater drains, which are promptly turned off before each visit by municipal authorities. The risk of bodily harm to residents is real and imminent.



The residents have urgently appealed to the Assistant Municipal Commissioner of G North Ward, requesting:
•Immediate stabilization and structural repair of Anand Bhuvan by the builder.
•A halt to unsafe construction practices at the Amaresha site.
•A comprehensive third-party assessment of the structural damage to determine corrective actions.
The complaint has been formally escalated to Shri Anil Desai, Honorable Member of Parliament, and Shri Mahesh Sawant, Honorable MLA, for immediate policy-level attention and oversight.

The plea underlines the broader implications of unregulated construction practices in Mumbai’s high-density areas. With historical buildings like Anand Bhuvan at risk, stakeholders are urging civic bodies to strengthen oversight and hold developers accountable.
This incident has prompted Sprouts News to revisit the larger pattern of redevelopment-related displacements in Dadar and the need for stringent checks. The consequences of inaction could be catastrophic—not just for Anand Bhuvan residents but as a precedent for other vulnerable housing clusters across the city.

Preliminary findings and multiple resident testimonies suggest that the ongoing construction work at Plot No. 20, CS No. 1982, Amaresha, Shivaji Park, is being carried out in blatant violation of municipal norms, environmental safeguards, and structural safety regulations.



There are credible allegations that the builder has deliberately ignored standard excavation protocols, failed to implement adequate protective measures for neighboring structures, and continued hazardous activities despite visible structural damage to adjacent buildings—particularly Anand Bhuvan. These actions not only breach established guidelines under the Mumbai Municipal Corporation Act and Development Control Regulations but also pose an immediate threat to public safety and welfare.
In light of the seriousness of the matter, Sprouts News calls for real-time monitoring of the site, a full legal compliance audit, and disciplinary proceedings if violations are confirmed. The investigation team emphasizes that proactive intervention by the BMC, Ward Office, and urban development authorities is essential to prevent irreversible harm and uphold the rule of law in civic development.
