Sprouts News Uncovers Deep-Rooted Corruption and Administrative Failure in State Medical Education
The Directorate of Medical Education and Research (DMER) in Maharashtra is embroiled in a multi-layered scandal involving fraudulent disability certifications, systematic non-compliance with National Medical Commission (NMC) directives, and alleged corruption among senior officials. A sweeping investigation by the Sprouts News Investigation Team reveals how the agency’s defiance has jeopardized medical education, patient safety, and accountability mechanisms. With NMC deadlines ignored, fees unregulated, and tainted officials promoted, Maharashtra’s medical education system is in a state of severe crisis.
Fraudulent Disability Certificates and Ethical Breaches
Senior DMER official Dr. Ajay Chandanwale was appointed Dean of B.J. Medical College, Pune, in 2011 under the disabled quota. Later evaluations, including MRI and specialist reviews, confirmed only 18% disability—far below the mandated threshold. Despite this, he performed 615 orthopedic surgeries between 2019–2021, raising serious ethical and patient safety concerns. Allegations of a ₹150 crore CSR fund scam during his tenure further marred his credibility.
Yet, fraud Dr. Chandanwale was promoted to Joint Director of DMER in 2021 and even briefly served as in-charge Director in 2023 before the appointment was revoked. This pattern suggests systemic impunity for officials accused of misconduct. The Sprouts News Investigation Team found that internal inquiries into these matters were repeatedly suppressed or sidelined.
NMC Fee Regulation Ignored Despite Repeated Directives
In May 2025, the National Medical Commission (NMC) issued directives to DMER, demanding Action Taken Reports (ATRs) within 15 days regarding complaints of excessive fee collection by medical colleges. Despite at least seven RTI-backed reminders, DMER failed to respond. NMC documents consistently noted: “Reply still awaited.”
This inaction has directly harmed students, who continue to face opaque and inflated fee structures without state intervention. The absence of oversight allows private institutions to exploit loopholes, exacerbating financial burdens on aspiring medical professionals.
Non-Compliance with District Residency Programme (DRP)
The NMC also sought compliance reports on the District Residency Programme (DRP) through official letters dated January 1, 2025, September 9, 2024, and February 18, 2025. DMER did not submit a single response. RTI filings between April and June 2025 confirmed no ATRs were furnished, highlighting a complete breakdown in accountability.
This negligence has delayed degree completions for postgraduate medical students, caused staffing shortages in hospitals, and compromised patient care. Senior NMC officials publicly stated: “So far, the Government of Maharashtra has not sent even a single response.”
Systemic Stonewalling and Accountability Failure
DMER’s failures are not isolated incidents but reflect a culture of institutional defiance. The agency ignored ATR requests on fee regulation and DRP compliance, closed CPGRAMS grievances with generic responses, and sidelined corruption allegations against senior officials. Opaque administrative processes have shielded decision-makers from scrutiny.
This deliberate non-cooperation with national regulatory bodies underscores a broader collapse of governance. Our investigation team identified a pattern where past irregularities remain unaddressed, compounding present negligence.

The DMER Maharashtra crisis transcends state boundaries. The DMER scandal—spanning fraudulent certifications, financial misconduct, and defiance of national directives—has pushed Maharashtra’s medical education to the brink. Immediate action is needed to prosecute corruption, enforce compliance, and protect the interests of students and patients.
