Illegal Appointment Raises Questions on Medical Education Governance
The Government Medical College (GMC) Jalgaon is facing serious controversy after its acting dean, Dr. Girish Vitthalrao Thakur, was accused of sexual harassment, caste-based abuse, and issuing death threats. An investigation by the Sprouts News Investigation Team (SIT) has revealed that Dr. Thakur’s appointment in 2022 was irregular, as he was originally posted at GMC Alibag and never officially transferred to Jalgaon.
For the past three years, the Maharashtra Medical Education Department has not issued permanent dean appointment orders. Senior officials allege that Dr. Thakur bypassed more experienced faculty members on the seniority list, raising concerns of administrative collusion and monetary influence.
Bribery Allegations: Return to Office After Removal
According to Sprouts SIT sources, Dr. Thakur’s additional charge as dean was formally revoked on 21 June 2024. However, within a single day, he allegedly regained his post by paying a ₹1 crore bribe.
Since then, sources claim that Dr. Thakur has continued to pay regular bribes to protect his position, despite growing opposition from faculty and student groups. If confirmed, this pattern would expose deep-rooted corruption within the state’s medical education system.
GMC Jalgaon Scams and Systemic Cover-Ups
Whistleblowers allege that several financial and administrative scams at GMC Jalgaon remain buried due to Dr. Thakur’s influence and his close ties with senior bureaucrats.
Sprouts SIT has also learned that Dr. Thakur is often absent from Jalgaon for two to three days each week, hampering both governance and academic functioning. Repeated complaints from faculty and staff have reportedly been ignored, fueling suspicions of a systemic cover-up.

RTI Violations: Attendance and Caste Validity Records Blocked
Transparency concerns have grown after RTI applications filed against Dr. Thakur—seeking his attendance records and caste validity certificates—were denied. In a serious conflict of interest, Dr. Thakur himself acted as the first appellate authority in cases filed against him.
Legal experts describe this as unethical and unlawful, as it directly violates the Right to Information Act. Activists believe this was a deliberate move to suppress evidence and shield the dean from accountability.
Allegations of Harassment, Caste Abuse, and Threats
The gravest charges involve sexual harassment, caste discrimination, and issuing death threats to colleagues and staff. These complaints have triggered anger among faculty and students, many of whom fear retaliation.
If proven, these allegations could not only cost Dr. Thakur his position but also lead to criminal prosecution under the Indian Penal Code (IPC), the Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act, and workplace harassment laws.
Sprouts SIT Calls for Independent Investigation
The Sprouts News Investigation Team (SIT) is demanding an independent probe and forensic audit into Dr. Thakur’s appointment and conduct at GMC Jalgaon. Given the alleged bribery trail, harassment complaints, and RTI violations, activists argue that only a judicial or CBI-monitored inquiry can ensure impartial justice.
This case highlights the urgent need for transparent appointments in medical education, where leadership roles have a direct impact on faculty morale, student futures, and the quality of healthcare services.
