In a significant legal development, Hyderabad-based Megha Engineering and Infrastructure Ltd (MEIL) is under intense scrutiny following a Public Interest Litigation (PIL) filed in the Bombay High Court. The PIL, submitted by journalist V Ravi Prakash, seeks an investigation by the Special Investigation Team (SIT) or the Central Bureau of Investigation (CBI) into allegations that MEIL provided fraudulent bank guarantees to secure the Rs 16,600-crore Borivali-Thane underground twin tunnel project. Senior advocate Prashant Bhushan, representing the petitioner, mentioned the PIL before a bench comprising Chief Justice Alok Aradhe and Justice Bharati H Dangre, with the court scheduling a hearing for the following week.
The crux of the PIL’s allegations centers on bank guarantees issued by Euro Exim Bank, a foreign entity based in St. Lucia and incorporated under the laws of England & Wales. The petition contends that Euro Exim Bank is not recognized by the Reserve Bank of India (RBI) as a legitimate foreign bank, rendering the guarantees fraudulent. These guarantees were allegedly accepted by the Mumbai Metropolitan Region Development Authority (MMRDA) on behalf of MEIL, facilitating the awarding of the substantial tunnel project contract to the company.
This legal challenge is not an isolated incident for MEIL. In April 2024, the Central Bureau of Investigation (CBI) registered a case against MEIL, along with officials from the National Mineral Development Corporation (NMDC) and MECON, over alleged corruption amounting to Rs 315 crore. The allegations included the payment of approximately Rs 78 lakh in bribes to clear bills totaling Rs 174 crore related to works at the Jagdalpur integrated steel plant. The FIR named eight officials from NISP and NMDC Ltd, as well as two officials from MECON Ltd, highlighting a broader pattern of alleged malfeasance within the company’s operations.
Further compounding MEIL’s controversies are its significant political contributions through electoral bonds. Data released by the Election Commission in March 2024 revealed that MEIL was the second-largest buyer of electoral bonds, purchasing bonds worth Rs 966 crore. The company donated approximately Rs 586 crore to the Bharatiya Janata Party (BJP), Rs 195 crore to the Bharat Rashtra Samithi (BRS), Rs 85 crore to the Dravida Munnetra Kazhagam (DMK), and Rs 37 crore to the Yuvajana Sramika Rythu Congress Party (YSRCP). These substantial contributions have raised questions about potential quid-pro-quo arrangements between MEIL and various political entities, further intensifying the scrutiny surrounding the company’s operations.

MEIL’s leadership comprises prominent figures, including Executive Chairman Pamireddy Pitchi Reddy and Director Sudha Reddy. Pamireddy Pitchi Reddy founded the company in 1989 and has been instrumental in its expansion across various sectors, including renewable energy, irrigation, power, and water supply. Sudha Reddy, who is married to P.V. Krishna Reddy, another key figure in MEIL, focuses on the company’s corporate social outreach and community collaboration initiatives.
In 2018, MEIL, under the leadership of P.V. Krishna Reddy, expanded into the media sector by investing in the TV9 news channel. This strategic move was made in collaboration with the promoters of the My Home Group, leading to significant changes in the channel’s ownership structure. The acquisition has been viewed as a diversification strategy, aligning with MEIL’s broader business interests.
