The Maharashtra government is facing growing concerns over the declining number of beer consumers in the state and the resulting drop in excise revenue. The situation has prompted the state to take action by forming a study group aimed at exploring ways to increase beer consumption and, consequently, boost the state’s tax revenue from the beer industry. • Decline in Beer Consumption and Revenue

In recent months, there has been a noticeable drop in beer sales in Maharashtra, leading to a significant reduction in the revenue the state generates from excise duties on beer. The primary reason behind the decline is the recent increase in excise duties, which has made beer more expensive and less attractive to consumers. Additionally, when compared to spirits, beer contains a lower percentage of alcohol, but the excise tax on beer has remained higher than that on other alcoholic beverages.

Furthermore, they have highlighted that other states that have reduced beer excise duties have seen an increase in both beer sales and revenue. • Government’s Response: Study Group Formation

In response to the declining revenue, the Maharashtra government has decided to establish a study group to look into how to boost beer consumption and thereby increase revenue. The study group will be headed by the Additional Chief Secretary (State Excise) and will consist of key figures from the state’s excise department, as well as a representative from the All India Breweries Association. This new initiative, approved in October 2023, signals the government’s recognition of the critical role beer taxes play in the state’s fiscal health.

The formation of this group is seen as a proactive step to address the revenue shortfall caused by the decrease in beer sales. The committee will study the challenges faced by the beer industry and present recommendations on how to encourage consumption while ensuring a sustainable increase in excise revenue. The study group has been approved by the Maharashtra government under the chairmanship of the Additional Chief Secretary (State Excise) and will consist of the following members:
1. Chairman: Additional Chief Secretary (State Excise), Home Department, Ministry, Mumbai
2. Member: Commissioner, State Excise, Maharashtra, Mumbai
3. Member: Under Secretary (State Excise), Home Department, Ministry, Mumbai
4. Member: Representative from the All India Breweries Association
5. Member Secretary: Additional Commissioner, State Excise, Maharashtra, Mumbai
