The redevelopment of Saamana Parivar CHS has turned into a nightmare for its members, exposing a web of corruption, political interference, and blatant violations of state-mandated 79A redevelopment guidelines. What was meant to be a progressive transformation of the society has instead become a battle for justice, with residents fighting against an allegedly corrupt managing committee and influential leaders of Shiv Sena (UBT).
Flouting of Rules & Manipulation from the Start
The seeds of this controversy were planted in 2007, long before 79A guidelines came into effect in 2009. However, even after the government laid down strict norms for society redevelopment, Saamana Parivar’s managing committee ignored them. The violations began when the redevelopment process officially restarted in March 2021, with the following irregularities:
– No formal consent from 1/5th of the members for redevelopment.
– No proper intimation before conducting a Special General Meeting (SGM).
– No website created, a mandatory requirement under 79A guidelines.
– Selection of Project Management Consultant (PMC) in an Annual General Meeting (AGM) without prior notice. Instead, a Zoom meeting was used to finalize M/s Shilp Associates, led by Nikhil Dikshit, who was later exposed as a bogus architect.
– The feasibility report, prepared by the PMC in October 2021, lacked signatures or an architect’s name. The managing committee approved it without verifying its authenticity.
• Bogus Architect, Questionable Builder Selection
The Deputy Registrar of MHADA recently launched an enquiry against Nikhil Dikshit, citing his role in handpicking a builder in violation of 79A guidelines. Despite this, the managing committee proceeded to issue a tender for builder selection in January 2022, and without verifying financial or technical criteria, chose M/s Prime Group, which was not even eligible.
To make matters worse:
– The committee extended the expired bid offer multiple times without any SGM or member approval.
– The 79A meeting in April 2024 was filled with discrepancies, including the absence of the builder, unauthorized attendees like “Mr. Khandekar,” and a failure to verify whether only bonafide members were present.
– No financial documents, bank guarantee or legal records of the developer were checked, raising concerns about the legitimacy and financial capability of M/s Prime Group.
– Signatures for consent letters were not properly recorded, and the Class 1 officer left the meeting halfway, failing to ensure due process.

• Deputy Registrar’s Double Standards?
Society members, in their pursuit of justice, appealed to MHADA, the Chief Minister’s Office (CMO), and the Prime Minister’s Office (PMO). However, Deputy Registrar B.S. Katare dismissed the complaint without verifying any facts, despite similar cases in other societies, like Sane Guruji Society, being investigated thoroughly.
The question remains: Why is MHADA treating Saamana Parivar differently?
Are officials waiting for members to be forced out of their homes before taking action?
Threats, Coercion & Illegal Sales
Beyond procedural violations, the managing committee has resorted to unethical tactics to silence dissenters:
– Society’s earlier chairman Vijay Mane was repeatedly threatened and forced to sign an irrevocable consent letter before being pushed to resign.
– The new chairman and secretary have reportedly hired unauthorized agents to sell flats illegally and manipulate residents into signing agreements.
– Members opposing the redevelopment have been openly threatened in front of the builder, warned of consequences if they refuse to comply.
• A Cry for Justice
Given these shocking revelations, Sprouts News urges Maharashtra’s Honourable Chief Minister Devendra Fadnavis to intervene. A competent authority must be appointed to conduct an impartial investigation and hold those responsible accountable for their blatant abuse of power.
The residents of Saamana Parivar CHS deserve justice, not coercion. This is not just about one society—it is about protecting the rights of homeowners across Maharashtra from corrupt redevelopment practices.
