In yet another major exposure of academic irregularities, Sprouts News has uncovered serious violations in the promotion process at Shrimati Kamaladevi Mittal Ayurvedic College, a government-aided institution in Mumbai. Sources confirm that several senior teaching positions are being filled illegally and in complete disregard of state government directives, raising alarming questions about transparency and corruption in the system.
As per the rules, promotions in government-aided colleges must follow a two-fold recruitment model: one through direct recruitment and the other through Departmental Promotion Scheme (DPS). These guidelines have been clearly laid out by the Maharashtra Government and are applicable to all grant-in-aid institutions. Despite this, the Mittal Ayurvedic College is found blatantly violating these norms.

Sprouts Investigation has revealed that three posts were filled (or are in the process of being filled) through illegal DPS promotions:

•Associate Professor, Samhita Siddhanta Department: The previous holder of this position was promoted through DPS and has since retired. Therefore, the current recruitment must be made through direct service, not DPS. However, the college proceeded with the interview process through the same flawed DPS route.
•Associate Professor, Stri-Prasuti Tantra Department: The same situation has occurred here. The retired individual was also a DPS promotee, meaning the current vacancy should be filled via open recruitment, but DPS has again been wrongly applied.

•Professor, Kaya Chikitsa Department: This case dates back to 2009-10, where the individual originally promoted via DPS has since retired. Their successor was also appointed via an unauthorized DPS promotion, and now the college is once again attempting to fill the position through DPS, despite clear guidelines stating that the post should be filled through direct service.
Shockingly, this entire process is being carried out without any legal provision from the state, and against existing judicial orders, which have penalized similar cases in the past. The blatant misuse of the DPS route not only defies policy but also robs deserving candidates of opportunities through direct recruitment.
This is not the first time the college has been embroiled in such controversies. It was previously in the spotlight for the illegal appointment of the controversial figure Mahesh Kumar Harit, who was later exposed for submitting fake experience certificates — a case currently under legal proceedings.
Sources suggest that large-scale financial transactions take place during such promotion procedures, involving officials from the AYUSH department, Maharashtra University of Health Sciences (MUHS), and other regulatory bodies. Notably, insiders claim that Mittal Ayurvedic College is at the forefront of these unethical dealings among all aided institutions in the state.
As concerns grow, teachers’ associations and academic circles are demanding immediate government intervention. They are urging the state to conduct a thorough investigation, cancel the illegal promotion process with immediate effect, and take strict action against those responsible for violating recruitment rules and manipulating the system for personal gain.
