A woman’s prolonged fight for justice against MOFSL over corporate pre-planned IPC 509 violations reveal systemic police inaction and judicial concerns. Despite a dozen DCP complaints, evidence and court directives, additional FIRs were denied by Mumbai police to the woman. Sprouts News Investigation Team (SIT) uncovers deep-rooted institutional failures and calls for an independent probe into the matter.
Additional 509 Complaints Filed Against More MOFSL Employees
A woman complainant, Prajakta (name changed), separately filed additional complaints under IPC Section 509 with Zone 5 DCP Manoj Patil. This is in addition to the original 509 FIR filed three years ago at the Dadar Police Station, which already names eight male employees of Motilal Oswal Financial Services Ltd. (MOFSL). The new complaints implicate additional MOFSL employees for similar sexual offenses.
Despite rock-solid assurances from Dadar Division Assistant CP Avinash Kanade that more names would be indeed added & a new 509 FIR would be registered surely, no such FIR followed. The complainant discovered only after six months that Dadar IO Prasad Saatham had quietly dropped the promised FIR, violating the Assistant CP’s assurances. All this was done behind her back.
Dadar Police Bypassed Due Process, Ignored Evidences
While investigating Prajakta’s additional IPC 509 complaint, Dadar IO Prasad Saatham chose not to invite her or to record her additional supplementary statement. He instead filed a closure report without her knowledge. This was despite documentary evidences submitted to Zone 5 DCP Manoj Patil. The IO falsely claimed there was no offense. Such bypassing of mandatory procedures has raised serious concerns about systemic lapses and internal collusion.
Adding to this, a separate complaint filed with Zone 5 DCP Manoj Patil about falsified documents allegedly issued to the complainant by MOFSL, was ignored for over five weeks by the same IO.

• Was Zonal DCP Approval Intentionally Denied For More FIRs ?
Key questions remain unanswered:
An IO usually takes a complaint for noting at the Zonal DCP office, when there is a definite scope for an FIR against the accused. This is only after the IO is more than satisfied with the complainant’s statement & with the supporting evidences provided. However to register the FIR … The IO needs the Zonal DCP approval.
Allegedly Dadar IO Prasad Saatham did eventually take her “falsified documents provided to the woman by MOFSL” complaint to Zone 5 DCP Manoj Patil for noting. Allegedly these FIRs were requested by the IO. Allegedly these FIRs were denied by Zone 5 DCP Manoj Patil. All this despite overwhelming prima facie evidences. Sources indicate that internal hurdles may have deliberately stalled action against MOFSL.
Curiously, Dadar IO Prasad Saatham was later made to apply for a so-called “voluntary transfer” from Dadar police station to the passport office — Raising suspicions that this move was orchestrated to shield MOFSL from further legal trouble. Was this done because the Dadar IO knew that more FIRs were being denied by IPS officers ?
Sprouts News Investigation Team (SIT) has confirmed that multiple FIRs (at least seven) were reportedly blocked by senior IPS officers.
High Court Criticizes Dadar Police for Laxity
The Bombay High Court took serious note of police inaction. Dadar IO Maanvir Pardeshi was made to read a 15 month old order in Court. He was ordered to go & get his diary from the Dadar police station. The Judge halted proceedings for 45 minutes, criticizing the police for treating women-centric sexual crimes lightly.
Despite informing the Court more than 18 months ago that the 509 investigation is complete, the complainant maintains that no genuine police investigation has been even initiated till date.
Meanwhile, Dadar IO Maanvir Pardeshi faced an internal departmental inquiry supervised by Dadar Division Assistant CP Sandeep Bhagdikar. Found guilty for sure, the IO was denied a salary increment as punishment. This was based on the recommendation of Zone 5 DCP Manoj Patil.
Zone 5 DCP Manoj Patil strangely did not replace Dadar IO Maanvir Pardeshi, even after 6 months of she filing a 166 & 166 (A) twice against the IO. Even after the Court sent the matter to DGP MH. Even after Central Region Additional CP Anil Paraskar issued a showcause notice to the IO. Surprisingly the IO completed his entire Dadar police tenure. As of today the officer serves Nasik police under CP Sandeep Karnik.
Internal Obstruction Across Police Departments
Dadar IO Trupti Taakhavle, in an unauthorized justification, termed the MOFSL internal “eat non-veg and lose your job” PAN India email threats as part of company policy. Depsite the sexual survivor repeatedly explaining that these threats remain unconstitutional/illegal/discriminatory. And such threats are not allowed in India, for a publicly listed company.
NM Joshi Maarg IO Sachin Kamble went on a sudden medical leave two days after she recorded her police statement. The IO did accept a 65-page evidence file from her. He has since remained unresponsive for two years.
NM Joshi Maarg IO Preeti Parkale would not respond to the woman after her 4 page statement recorded, despite multiple attempts.
NM Joshi Maarg Senior PI Sunil Chandramore would just not allow the woman inside his cabin, depsite her repeated requests & even after her statement recorded. The same Senior PI in the past has been highlighted as a controversial figure by media outlets in police investigations related to jail scams.
NM Joshi Maarg Senior PI Arvind Chandanshive would not respond to the her calls & texts for 2 years.
Same was the case with NM Joshi Maarg Senior PI Nitin Mirkar.
Zone 3 DCP Akbar Pathan also remained unavailable. He evaded media phone calls even 2 years ago. He ignored her repeated appointment requests for a year. This was despite her statement recorded involving the illegal recordings at St. Regis Hotel.
Pattern Of Deliberate Absence Raises Red Flags
A concerning & similar pattern emerged across both Dadar and NM Joshi Maarg police stations. All of them reportedly stone-walled the complainant and refused basic justice & access to police protocols.
All IOs assigned to Prajakta’s complaints repeatedly went on sick leaves, holidays, or applied for transfers soon after receiving her evidences & recording her statements. The Sprouts News Investigation Team (SIT) finds this recurring pattern suggestive of deliberate institutional avoidance.
The complainant escalated her concerns on email to top officials, including Maharashtra DGP Rajnish Seth and Mumbai CP Vivek Phansalkar. However, meaningful redressal remained absent. The Bombay High Court was furious that she was even required to meet JCP L&O Satyanarayan Choudhary in the first place … A JCP who she named in the Court.
800-Page Evidence Still Not Filed in Court
Despite over two years of Zone 5 DCP Manoj Patil’s direct supervision, an 800-page evidence dossier has yet to be officially entered into the Bombay High Court records. Zone 5 DCP Manoj Patil told the complainant to submit a written directive from the public prosecutor if she wanted a chargesheet — An unlawful demand, as filing responsibility lies with the police. Neither the woman nor the public prosecutor have to provide any such thing in writing ever.
Additionally, Prajakta filed thrice her 154 (3) applications against the various Dadar IOs to SP Manoj Patil. These applications reflected her repeated dissatisfaction with the officers investigating her matter. Yet, the same officers continued to be assigned to her multiple complaints, compounding her trauma and stalling legal closure.
