Sprouts has uncovered critical details surrounding the ₹2,700 crore Thane Creek Coastal Road project, exposing the Mumbai Metropolitan Region Development Authority’s (MMRDA) decision to award the contract without securing vital environmental and defense clearances.
The controversial 13-kilometer road, meant to run parallel to Ghodbunder Road from Kharegaon to Gaimukh, was initially estimated at ₹1,316.18 crore but ballooned to ₹2,727 crore after revisions by the project management consultant, as reported by Sprouts.

On September 5, 2024, MMRDA awarded the contract to M/s Navayuga Engineering Company without mandatory approvals from both central and state environmental authorities. Sprouts has revealed that a work order was subsequently issued on December 18, 2024, enabling the contractor to initiate preliminary activities like soil testing and design work, even though construction cannot legally begin until all clearances are in place.
Sprouts has highlighted environmental concerns, including the potential destruction of mangrove forests and violations of stringent coastal regulation zone laws. Additionally, the proposed road’s proximity to sensitive naval installations has raised alarms within the defense sector. The timing of the contract award, just before state assembly elections, further raises questions about procedural transparency.
