The Sprouts News Special Investigation Team (SIT) exposes MHADA’s illegal demolition of Shop No. 10 in Fanaswadi, Mumbai, violating Bombay High Court orders. Rogue developer Shagun Realty, aided by bribed MHADA officials, targeted the tenant through threats and fraud. SIT demands a CID probe into this ₹1,500 crore redevelopment scam and institutional corruption.

High Court Orders Flouted in Demolition of Shop No. 10

The Sprouts News Special Investigation Team (SIT) has unearthed serious violations by the Maharashtra Housing and Area Development Authority (MHADA) in a contentious redevelopment case at C.S. No. 2255, Fanaswadi/Thakurdwar Road, C-Ward, Mumbai – 400002. Despite an order of Writ Petition (L) No. 2007 of 2014, MHADA, under the influence of rogue developer Shagun Realty (now operating as Shagun Bluekey Realty), demolished Shop No. 10, Ground Floor of Cess Building No. 1, occupied by Bhupendra C. Doshi, on 30th September 2014 — without police protection or valid legal documentation.




The demolition, carried out under 95-A proceedings, was executed unlawfully by MHADA officials from Division II (Chandanwadi Office), led by Executive Engineer Dinkar Bhujbal and Assistant Engineer Mr. Tripathi. Sprouts SIT has confirmed that no approved redevelopment plan existed at the time, contradicting MHADA’s submission to the Bombay High Court.

Selective Targeting and Threats by Shagun Realty

Sprouts SIT’s findings raise disturbing questions: Why was only Shop No. 10 demolished when over 15 notices under Section 95-A were issued, and several structures — including Shops 4, 6, 7, 8, and 44 in the same building — were left intact?

Investigations suggest sr. citizen Bhupendra Doshi was not opposed to redevelopment but demanded transparency. He submitted 162 inquiries and 28 sub-inquiries to Shagun Realty in early 2014. In response, an unauthorized individual, Shrenik Suresh Seth (then not a partner in the firm), replied to only 25% of the queries and threatened Doshi. He allegedly claimed that MHADA officers were “in their pocket” and boasted of paying heavy bribes to secure favorable actions, including the demolition of Doshi’s office.

Fraudulent Allotment of Temporary Accommodation & Misrepresentation in Court

Despite court proceedings, MHADA falsely informed the Bombay High Court that Doshi had been allotted Temporary Alternate Accommodation (TAA). In reality, he was shifted to a third-party leave-and-license premises, not registered in the name of Shagun Realty or its partners — a clear violation of redevelopment laws.

Moreover, MHADA misrepresented that an approved redevelopment plan existed for Shop No. 10. However, Sprouts SIT has verified with MCGM’s Building Proposal Department that no such plan was sanctioned before the demolition. This deception was presented in court to aid Shagun Realty’s unlawful interests.



Profit Motive Behind Illegal Demolition Worth ₹1,500 Crore

As per Sprouts SIT estimates, the financial motive driving this illegal demolition was staggering. The total project valuation was approximately ₹1,500 crore, while Shagun Realty’s paid-up capital at the time was merely ₹5 lakh. When Bhupendra Doshi questioned the developer’s financial capacity and asked MHADA for clarification, he was stonewalled and threatened again.

Further, the SIT found that no due diligence was conducted on whether Shagun Realty paid municipal taxes or had valid approvals. The calculated demolition, carried out in criminal fashion without following 95-A due process, points to a deep-rooted MHADA–developer nexus.

Violation of Due Process and Legal Norms by MHADA Officials

MHADA’s actions blatantly violated not only High Court directives but also internal procedures under Section 95-A. No records or minutes were shared with Doshi. The demolition was executed under the direction of Executive Engineer Dinkar Bhujbal, allegedly in collusion with Suresh Gheverchand Seth and his son Shrenik S. Seth of Shagun Realty.

Post-demolition, Sprouts SIT found that even 13 months later, Cess Building No. 2 and several illegal structures on the same premises remained untouched — revealing selective, targeted demolition against an individual who sought accountability.

Sprouts SIT Demands CID Probe into MHADA–Shagun Realty Nexus

The Sprouts News Special Investigation Team (SIT) urges the Maharashtra Home Minister to appoint the Criminal Investigation Department (CID) to thoroughly investigate the criminal conspiracy between MHADA officials, MCGM’s Building Proposal Department, and developer Shagun Realty.

It is further revealed that Shagun Realty has changed its name multiple times — from Shagun Realty to Shagun Bluekey Realty (in 2018), and is currently operating under the unauthorized alias Mirai Avinya. As of today, the project still lacks a valid No Objection Certificate (NOC) from MHADA and a Commencement Certificate (CC) from MCGM under Shagun Realty’s name, making the ongoing redevelopment legally void.

Systematic Abuse of Redevelopment Law

This case reflects a textbook example of how corrupt developers, aided by compromised government officials, manipulate the system for profit. MHADA’s actions, backed by forged documents and misleading submissions to the court, amount to contempt of the Bombay High Court and a severe breach of public trust.



The Sprouts News Special Investigation Team (SIT) will continue to pursue this matter and stand by citizens like Bhupendra C. Doshi, who fight for lawful redevelopment and transparency.

The project is also known as Shagun Realty / Shagun Bluekey Realty (converted in Sept. 2018) and Mirai Avinya (fabricated in Dec. 2024).
