Kandivali Railway Harassment: Teacher Alleges Molestation by TTE in Shocking April 18 Incident
A disturbing allegation of molestation and official misconduct has emerged from Kandivali railway station, pitting a school teacher against a group of Ticket Checking Officials (TTEs). The incident, which occurred on April 18, 2025, began with a routine ticket check on a student and spiraled into a complex case of competing criminal complaints, raising serious questions about accountability within the Indian Railways. The Sprouts News Special Investigation Team (SIT) has begun examining the conflicting narratives from both parties.
According to the teacher’s complaint, she intervened after a TTE, Baliram Yadav, detained her student for a ticket irregularity. When she arrived at the ticket office to pay the student’s penalty, she was met with reprehensible behavior. The teacher alleges that TTE Yadav used language that “outraged her modesty,” physically pushed her, and forcibly ejected her from the office, causing her significant mental distress.
Procedural Irregularities and Escalation to RPF
The situation intensified when the student’s parents arrived and questioned the officials’ credentials, noting their incomplete uniforms and missing identification badges. Upon being asked to produce their official IDs, the TTEs reportedly refused. This request allegedly angered the officials, including a female TTE named Priya Ambavade, who then called the Railway Protection Force (RPF).
The RPF personnel, who were also reportedly not in full uniform and off-duty, took the teacher, parents, and student to the Borivali RPF office. There, without fully hearing their side, the RPF officials began procedures to book them for “obstructing government work.” They collected their identification documents and instructed them to appear in court, further escalating the ordeal.
Apology and Subsequent Criminal Complaints
Following this, the teacher immediately approached the Borivali Railway Police to file a complaint. During initial police mediation, the TTEs, including Baliram Yadav, allegedly offered an apology to the teacher. However, due to the severe mental and physical anguish caused by the humiliating experience, the teacher returned to the police station the next day to formally register a molestation case against TTE Baliram Yadav.
In a retaliatory move, following the registration of the case against her colleague, female TTE Priya Ambavade filed a counter-complaint against the parents and the teacher. The counter-allegations include charges of obstructing government duty and issuing death threats, claims the victims vehemently deny as fabricated.
A Counter-Narrative: Allegations of Illegal Extraction
A counter-narrative provided by railway sources claims the TTEs’ actions were justified. They assert the student was unable to produce a valid monthly pass when asked. Furthermore, they allege that one of the TTEs, Jitendra Bhavarlal, provided a private barcode to facilitate a ₹1,000 penalty payment, a significant deviation from official procedure that itself raises red flags.
This version states the teacher was asked to leave because she was not a legal guardian authorized to pay the fine. The decision to involve the RPF and later file a case against the parents and teacher is framed as a response to alleged intimidation and obstruction of their official duties by the aggrieved parties.

A pattern has been suggested where passengers are allegedly intimidated, treated like criminals, and pressured into paying amounts exceeding the official penalty.

A separate complaint has been lodged with the Borivali police, urging an FIR against the officials for illegal extraction of funds using a private payment method, a serious charge of corruption. The ongoing investigation will now determine the truth behind these serious allegations.
