Ulhasnagar Municipal Corporation officer Ganesh Arvind Shimpi faces serious corruption charges, including illegal appointment, document forgery, and an ACB bribery case. The Sprouts News Special Investigation Team (SIT) has obtained a formal complaint alleging systematic corruption by Ulhasnagar Municipal Corporation (UMC) corrupt and fraud officer Ganesh Shimpi. Citizen activist Bhushan Khatri has filed detailed allegations, including illegal appointment, document forgery, amassing disproportionate assets, and continuing service despite multiple criminal cases. The complaint, marked to top state and central authorities, demands an SIT probe and immediate suspension of the accused officer.

The 1998 Appointment Scandal: A Question of Fraud and Reservation Violations
According to the complaint documents reviewed by our team, Shimpi’s initial appointment in 1998 is itself mired in controversy. He was allegedly appointed to a Stenographer post reserved for a Scheduled Caste/Scheduled Tribe (SC/ST) candidate, despite belonging to the Other Backward Class (OBC) category. Khatri further alleges that fraud Ganesh Shimpi forged his birth certificate which differs from his actual birth date to secure service benefits fraudulently.
Investigators for the Sprouts News Investigation Team note that this appointment was made without any public advertisement, Employment Exchange notification, or a formal selection process. This bypass of constitutional provisions and Supreme Court mandates on public employment raises serious questions about institutional integrity within the UMC.
A History of Criminality: From ACB Bribery Sting to Multiple FIRs
The allegations extend far beyond the initial appointment. Fraud and corrupt Shimpi’s service record is punctuated by serious criminal investigations. In a major 2013 case, the state Anti-Corruption Bureau (ACB) caught him red-handed accepting a bribe of ₹50,000. Fraud Shimpi was kept in ACB Lockup for 5 days and suspended for 14 months. Furthermore, he has been named in several FIRs for offences including extortion, cheating, and misconduct. The persistence of such grave charges over more than a decade has led the complainant to question the efficacy of internal disciplinary mechanisms within the municipal corporation.

The “Nodal Officer” Conundrum and Allegations of Disproportionate Assets
A key focus of the current complaint is Shimpi’s current role as an unsanctioned “Nodal Officer.” This position was allegedly created without the approval of the State Government and does not exist in the UMC’s official establishment. The complaint contends that this unauthorized post has been used as a tool to facilitate systemic corruption, including the collection of bribes for enabling illegal construction. Coupled with this are severe allegations of amassing crores of rupees in disproportionate assets and holding properties under benami (anonymous) arrangements.
Citizen’s Demand for Accountability and Official Awaited Action
Activist Bhushan Khatri has called for a multi-pronged official response to these allegations. The demanded actions include fraud and corrupt Ganesh Shimpi’s immediate suspension, the formation of a Sprouts Special Investigation Team (SIT), revival of all pending ACB and criminal cases, and a full departmental inquiry.
“The people of Ulhasnagar deserve transparency and justice. Allowing an individual with such a documented history of forgery, fraud, and corruption to continue in public office is a betrayal of public trust,” Bhushan Khatri stated in the complaint. The ball is now in the court of the UMC Commissioner and other notified authorities to act on these serious charges.
