Governor is a constitutional post. Therefore, administrative affairs at the highest offices like Raj Bhavan are also of great importance. Every important decision taken there has an impact on the future of lakhs of students and people of the state. That is why ‘Sprouts first showed the courage to take the initiative to stop the corruption of crores of rupees at Raj Bhavan.
The Governor’s private secretary is only a 12th-pass person and he is all the time at Raj Bhavan and does corruption only. This was brought to light by ‘Sprouts’ Special Investigation Team. But this rogue private secretary had the support of the then Governor Bhagat Singh Koshyari and he directed to stop the investigation against this rogue Ulhas Shankar Mungekar. The Special Investigation Team (SIT) of ‘Sprouts’ has received this shocking information through ‘RTI’ application.
Governor of Maharashtra is a very big post. A highly educated and experienced officer like ‘IAS’ should be appointed to this post, but Ulhas Shankar Mungekar, a just 12th pass rogue is being reappointed again and again only to run the corrupt administration. This reappointment was done by the then Governor Bhagat Singh Koshyari and that too in an illegal manner. ‘Sprouts’ had requested Koshyari to cancel this appointment immediately and the request was followed regularly by the ‘Sprouts’.
An Indian citizen has freedom of expression under Article 19 of the Constitution of India and the Right to Information Act 2005 is a part of this freedom. Despite this, Koshyari closed the entire investigation file to continue the corruption through rogue Munagekar. Koshyari ensured that the corruption continued more smoothly and he committed the crime of declining the constitutional rights of Indian citizens.
There should have been a fair investigation of this 12th-pass brat who is below the average ability and education qualification, but he is qualified due to his mastery in corruption. If the investigation had happened, the names of the ‘partners’ involved in this ‘mega-corruption’ and the ‘customers’ of rogue Munagekar would have come before the public.
The Governor is the chancellor of all the universities. But the important financial activities/scam of all these universities are operated through this rogue Munagekar and this is the reason why the poison of corruption is widely spreading among these universities. (Illegally appointed Pro Vice-Chancellor like Ajay Bhamre is working at the Mumbai University.)
Luxurious facilities to the Rogue Mungekar- worth cores of rupees-waste of taxpayer’s money
• The reappointment of this rogue Mungekar in the Raj Bhavan is still illegally continued today. Not only this, but the facility of staying at the Raj Bhavan campus has been given to this rogue, to ensure he does not suffer in operating his business of corruption. The taxpayer’s money has provided this facility.
• The SIT of ‘Sprouts’ has consistently pursued his illegal reappointment and corrupt activities. Some important information is obtained through ‘RTI’ applications. From that, it is clear that this rogue Mungekar is staying at Raj Bhavan in the government accommodation which has a total area of 2021 sq. ft. He is luxuriously living with his family in a government residence, and that too after retirement.
• According to the government rules, No government employee can stay in the government quarters after retirement. In the case of government officers or employees who continue staying in the government quarters and deny vacating the quarters after retirement, legal action is taken against them and quarters are taken into possession by the government.
• Even a penalty is imposed for the period they continue staying in the quarters after retirement. Such penalty amount is recovered from their pension or other retirement dues. There are many such cases where a penalty has been imposed by the Mantralaya as per the rules.
• This penalty is imposed based on the area of government quarters. The rate is Rs.150/- per square foot for a month. Accordingly, Munagekar must pay a deposit every month of Rs.3,03,150/- to the Government Account or Treasury. Considering this rate and the monthly penalty amount, Munagekar has to pay crores of rupees till date to the Government Treasury.
Misleading information given by the Raj Bhavan administration
• For not vacating the government quarters, the amount payable by this rogue Mungekar to the Government is increasing every month by three lakh rupees. But no such amount is recovered by the Raj Bhavan administration. On the contrary, wrong and fraudulent information has been given by the Raj Bhavan administration in response to the RTI application.
• According to this misleading information given by the Raj Bhavan administration, Mungekar is not being paid House Rent Allowance (HRA). A retired employee draws a pension which does not include House Rent Allowance (HRA). Therefore without imposing any penalty on Mungekar, the Raj Bhavan administration is misleading the public by giving such false information.
• Mungekar takes a complete pension on one hand without paying any charges for staying in the quarters and on the other hand, he gets the special allowance for reappointment. It means that he gets around Rupees 1 lakh every month and a free house with all the facilities and amenities.
Wife’s support in violating rules
• Utkarsha Ulhas Mungekar, the wife of this rogue, was a teacher at ‘Motilal Hargovindas School’ (MH High School) of the General Education Institute at Thane. Being wife she is also staying with this rogue in the government quarters. Despite this, she was regularly receiving a house rent allowance in her salary.
• As per government rules, House Rent Allowance (HRA) is deducted from the salary of both husband and wife who are in government service and living in government quarters and this amount is deposited into the government account or treasury. Thus, this Mungekar husband and wife have robbed the crores of rupees of the public and are still grabbing the common people’s money.
Demand for inquiry into ‘benami’ assets
• These crores of rupees should be recovered and should be deposited in the government treasury. It should be used for the developmental works which are beneficial to the public. But only because of Koshyari’s financial interest, this inquiry file was ‘managed’. Not only this but while handing over charge to the new Governor, the then Governor Koshyari had recommended to keep this rogue at Raj Bhavan.
• It shows that Koshyari was sure that wherever he goes from Maharashtra, this extra income from Raj Bhavan would reach him through this corrupt broker. This is the reason why he frequently comes to the Raj Bhavan in Maharashtra. This information is obtained from reliable sources.
• With the black money of crores of rupees, this rogue has bought a luxurious house in the tower – Giriraj Dreams at Thane. Not only this, there is a strong possibility that this rogue has many more ‘benami’ properties and therefore, ‘Sprouts’ has requested the Governor to conduct his inquiry.
Koshyari suppressed the inquiry file – as per the information received under RTI
• Sprouts’ had openly demanded that the governor conduct a thorough investigation of his illegal appointment, corruption, ‘benami’ properties, etc. But, the then governor Koshyari had ‘managed’ the case and had written/put arbitrary remarks as ‘Seen-Need not reply’ on the note and signed below it. This note is received by the ‘Sprouts’ team under the RTI. The note is printed below for the readers.
• The common people expect that the excessive illegal appointments and award functions started during the tenure of Koshyari and the waste of taxpayer’s money will be completely stopped by the present Governor Ramesh Bais.
Corruption even in the distribution of invitation cards
• Every year on the 26th of January on the occasion of Republican Day, the Governor hosts a splendid High Tea Party at Raj Bhavan, Mumbai. All the VVIPs from the Chief Minister of Maharashtra, the senior officials, artists, senior journalists, social workers, industrialists, players, and other various dignitaries attend this party. Raj Bhavan distributes official invitation cards for the same.
• Despite this, the rogue Mungekar runs his corrupt business behind the celebration. He operates a black market of selling this invitation card at the rate of 10 to 20 thousand per card. Though there have been various complaints against this malpractice by the rogue for the last many years, the Raj Bhavan administration is dismissing the requests to conduct a thorough investigation of Munagekar. Whether this rogue will be removed by the Raj Bhavan Administration? for such disgraceful black marketing of the happiest occasion of the Republic Day and when the Raj Bhavan will start functioning with clarity and transparency?

राज्यपाल हे संविधानिक पद आहे. त्यामुळे राजभवनासारख्या उच्च कार्यालयांतील प्रशासकीय कारभारालाही प्रचंड महत्त्व आहे. तेथे घेतलेल्या प्रत्येक महत्वाच्या निर्णयाचा परिणाम हा राज्यातील लाखो विद्यार्थी व जनतेच्या भवितव्यावर परिणाम करणारा असतो. त्यामुळेच राजभवनात बोकाळलेला कोट्यवधी रुपयांचा भ्रष्टाचार बंद व्हावा, यासाठी ‘स्प्राऊट्स’ने सर्वप्रथम पुढाकार घेण्याची हिंमत दाखवली.
राज्यपालांचा सचिव केवळ १२ वी पास आहे व तो राजभवनातच ठाण मांडून बसतो व फक्त ‘दुकानदारी’च करतो, हे ‘स्प्राऊट्स’ने चव्हाटयावर आणले. मात्र या भामट्या सचिवाला तत्त्कालीन राज्यपाल भगत सिंह कोश्यारी यांचा पाठिंबा होता व त्यांनीच त्यासंबंधीची चौकशी थांबवण्याचे आदेश दिले, अशी धक्कादायक माहिती ‘स्प्राऊट्स’च्या स्पेशल इन्व्हेस्टीगेशन टीमला (एसआयटी ) ‘आरटीआय’मधून मिळालेली आहे.
महाराष्ट्राचे राज्यपाल हे फार मोठे पद आहे. खासगी सचिव या पदावर ‘आयएएस’सारख्या उच्चशिक्षित व अनुभवी अधिकाऱ्याची नियुक्ती करण्यात यायला हवी, मात्र केवळ भ्रष्ट कारभार चालविण्यासाठीच उल्हास शंकर मुणगेकर या केवळ १२ वी पास भामट्याची नियुक्ती करण्यात आली. ही नियुक्ती तत्त्कालीन राज्यपाल भगत सिंह कोश्यारी यांनी केली व तीही सपशेल बेकायदेशीरपणे केली. ही नियुक्ती त्वरित रद्द करण्यात यावी, अशी मागणी ‘स्प्राऊट्स’ने कोश्यारी यांच्याकडे सर्वप्रथम केली व त्याचा पाठपुरावाही केला.
भारतीय संविधानाच्या अनुच्छेद १९ अंतर्गत भारतीय नागरिकास अभिव्यक्ती स्वातंत्र्य आहे आणि माहितीचा अधिकार अधिनियम २००५ हा याच स्वातंत्र्याचा भाग आहे. असे असताना कोश्यारी यांनी या दलालामार्फत चालणारा भ्रष्टाचार अधिक सुरळीत चालावा, यासाठी त्यांनी संपूर्ण चौकशीची फाईलच बंद केली व संविधानातील नागरिकांच्या मूलभूत अधिकाराला कवडीमोल ठरविण्याचे दुष्कृत्य केले.
सामान्य वकुबाच्या पण भ्रष्टाचारात प्रवीण असणाऱ्या या १२ वी पास भामट्याची निष्पक्ष चौकशी व्हायला हवी होती. तशी झाली असती तर या महाभ्रष्टाचारात सहभागी असणारे भागीदार व भामट्याची ‘गिऱ्हाइके’ जनतेसमोर आली असती.
वास्तविक राज्यपाल हा सर्व विद्यापीठांचा कुलपती असतो. मात्र या सर्व विद्यापीठांतील महत्वाची आर्थिक सूत्रे हा भामटा चालवत आहे व त्यामुळेच या विद्यापीठांत भ्रष्टाचाराची विषवल्ली अधिकच फोफावत आहे. ( अजय भामरे यांसारखे नियमबाह्य पद्धतीने नियुक्त झालेले प्र-कुलगुरूदेखील मुंबई विद्यापीठाचा गाडा हाकलत आहेत.)
करदात्यांच्या पैशांतून भामट्याला कोट्यवधी रुपयांच्या सोयी-सुविधा
• राजभवनातील या भामट्या उल्हास शंकर मुणगेकरची नेमणूक ही आजही बेकायदेशीरच आहे. इतकेच नव्हे तर या भामट्याला अधिक भ्रष्टाचार करतांना त्रास होऊ नये, यासाठी त्याला राजभवनातच राहण्याची सुविधा देण्यात आलेली आहे. ही सुविधा करदात्यांच्या पैशांतून पुरविण्यात आलेली आहे.
• ‘स्प्राऊट्स’च्या एसआयटीने या बेकायदेशीर नेमणुका व त्याने केलेल्या भ्रष्टाचाराचा सातत्याने पाठपुरावा केला. काही महत्त्वाची माहिती ‘आरटीआय’मधून मिळाली. त्यावरून हे स्पष्ट झाले की, हा भामटा मुणगेकर राजभवनात २०२१ चौ.फूट इतक्या क्षेत्रफळाच्या शासकीय निवास्थानात राहत आहे आणि तेही निवृत्तीनंतर.
• वास्तविक सरकारी नियमानुसार निवृत्तीनंतर कोणत्याही शासकीय कर्मचाऱ्याला सरकारी निवासस्थानात राहता येत नाही. निवृत्तीनंतरही सरकारी निवासस्थानात ठाण मांडून बसणाऱ्या अधिकारी किंवा कर्मचारी यांच्याविरोधात कायदेशीर कारवाई करून निवासस्थान रिक्त करण्यात येते व त्याला मिळणाऱ्या पेन्शन व अन्य रक्कमेमधून दंड वसूल करण्यात येतो. अशा बऱ्याच प्रकरणात मंत्रालयाकडून नियमानुसार कारवाई करण्यात आलेली आहे.
• हा दंड शासकीय निवासस्थानाच्या क्षेत्रफळाच्या प्रमाणात आकारला जातो. रुपये १५०/- प्रति चौरस फूट प्रति महिना हा दर आहे, त्यामुळे मुणगेकरने २०२१ चौरस फूट असणाऱ्या निवासस्थानासाठी दर महिना रुपये ३ लाख ३ हजार १५० रुपये सरकारच्या तिजोरीत भरणे बंधनकारक आहे. यावरून या भामट्या मुणगेकरने दर महिन्याच्या दंडाची कोट्यवधी रुपयांची रक्कम बुडवल्याची माहिती ‘स्प्राऊट्स’ला मिळालेली आहे.
राजभवन प्रशासनाने दिली दिशाभूल करणारी माहिती
• शासकीय निवासस्थान न सोडल्यामुळे भामट्या मुणगेकरकडून प्रत्येक महिन्यात सरकारला कोट्यवधी रुपये देणे बंधनकारक आहे. या रकमेत प्रत्येक महिन्याला तीन लाख रूपयांची वाढ होत आहे. पण अशी कोणतीही रक्कम राजभवन प्रशासनाकडून वसूल केली जात नाही. याउलट माहिती अधिकारात राजभवन प्रशासनाने चुकीची आणि फसवी माहिती दिलेली आहे.
• राजभवन प्रशासनाने दिलेल्या माहितीनुसार मुणगेकरला घरभाडे भत्ता (HRA) दिलाच जात नाही. वास्तविक सेवानिवृत्त कर्मचारी पेन्शन घेतो आणि त्यात घरभाडे भत्ता (HRA) दिलाच जात नाही. त्यामुळे राजभवन प्रशासन कोणताही दंड न लावता अशी चुकीची माहिती देऊन जनतेची दिशाभूल करीत आहे.
• भामटा मुणगेकर एक हाती कोणताही दंड न भरता संपूर्ण पेन्शन घेतो आणि दुसऱ्या हाती पुनर्नियुक्ती विशेष भत्ता घेतो. म्हणजे १ लाख रूपये आणि सोबत सोयीसुविधांसह मोफत घर. करदात्यांच्या पैशाची ही लूट अजून किती दिवस राजभवन प्रशासन करणार, असा संतप्त सवाल ‘स्प्राऊट्स’ने विचारला आहे.
नियम धाब्यावर बसविण्यात पत्नीचीही साथ
• ठाणे येथे जनरल एज्युकेशन इन्स्टिट्यूटच्या मालकीची मोतीलाल हरगोविंददास विद्यालय (एम. एच. हायस्कुल) ही सरकारी शाळा आहे. या शाळेत या भामट्याची बायको उत्कर्षा उल्हास मुणगेकर शिक्षिका म्हणून नोकरीला होत्या.
• उत्कर्षा याही या भामट्याबरोबर पत्नी म्हणून सरकारी निवासस्थानात राहत होत्या. इतकेच नव्हे तर त्याही नियमितपणे घरभाडे भत्ताही घेत होत्या.
• सरकारच्या नियमानुसार शासकीय सेवेत असणाऱ्या आणि सरकारी निवासस्थानात राहणाऱ्या पति-पत्नी या दोघांच्या वेतनामधून घरभाडे भत्ता (HRA) वजा केला जातो आणि शासकीय तिजोरीत भरला जातो. त्यामुळे मुणगेकर पति-पत्नीने जनतेचे आतापर्यंत कोट्यवधी रूपये लुटले आहेत आणि अजूनही लुटतच आहेत.
बेनामी संपत्तीच्या चौकशीची मागणी
• मुणगेकर या भामट्याने कोट्यवधी रुपयांची काळी माया गोळा केलेली आहे. या कोट्यवधी रुपयांची वसुली व्हायला हवी, ते सरकारी तिजोरीत जमा व्हायला हवेत. जनतेच्या विकासकामासाठी त्याचा उपयोग व्हायला हवा. मात्र केवळ कोश्यारी यांच्या आर्थिक स्वार्थामुळे ही चौकशीची फाईल ‘दाबण्या’त आली.
• इतकेच नव्हे तर जाताजाता कोश्यारी यांनी राज्यपाल रमेश बैस यांच्याकडे या भामट्याची शिफारस केली. महाराष्ट्रातून कोश्यारी कुठेही गेले तरी राजभवनातील वरकमाई हा महाभ्रष्ट दलाल आपल्यापर्यंत पोहोचवेल, याची कोश्यारी यांना खात्री होती. किंबहुना यासाठीच ते वारंवार महाराष्ट्रातील राजभवनात येत असतात, अशी सूत्रांची माहिती आहे.
• कोट्यवधी रुपयांच्या काळ्या पैशांतून या भामट्याने ठाण्याच्या Giriraj Dreams या टॉवरमध्ये आलिशान घर घेतलेले आहे. इतकेच नव्हे तर बेनामी संपत्तीही गोळा केल्याची दाट शक्यता आहे, याचीही सखोल चौकशी करण्यात यावी, अशी मागणी ‘स्प्राऊट्स’ने राज्यपालांकडे केलेली आहे.
माहिती अधिकारातून कोश्यारी यांनी प्रकरण ‘दाबल्या’ चे उघडकीस
• भामटा मुणगेकर, त्याची बेकायदेशीरपणे झालेली नियुक्ती व त्याने केलेले भ्रष्टाचार व बेहिशेबी मालमत्ता या सर्वांची सखोल चौकशी करण्यात यावी, अशी मागणी ‘स्प्राऊट्स’ने राज्यपालांकडे जाहीरपणे केलेली होती, मात्र तत्कालीन राज्यपाल कोश्यारी यांनी हे प्रकरण ‘मॅनेज’ केले.
• चौकशीच्या पत्रावर ‘Seen-Need not reply’ असे मनमानीपणे उत्तर लिहिले व खाली स्वाक्षरी केली, अशी note माहिती अधिकारातून ‘स्प्राऊट्स’च्या टीमला मिळालेली आहे.
बैस यांच्याकडून न्यायाची अपेक्षा
माजी राज्यपाल भगत सिंह कोश्यारी यांच्या काळात बोकाळलेल्या नियमबाह्य नियुक्त्या, बोगस पीएचडी विकणाऱ्यांचा राबता, लोकमत, पुढारी, नवभारत यांसारख्या वृत्तपत्रांचे पेड पुरस्कार सोहळे आणि जनतेच्या पैशाची लूट हे सर्व गैरप्रकार राज्यपाल बैस आता तरी थांबवतील, याची खात्री ‘स्प्राऊट्स’ला आहे.
निमंत्रण पत्रिका वाटपातही ‘दुकानदारी’
• मुंबईतील राजभवन येथे दरवर्षी २६ जानेवारीला प्रजासत्ताक दिनाच्या संध्याकाळी चहापान समारंभ ( high tea party ) आयोजित केला जातो. हा विशेष कार्यक्रम राज्यपालांच्या मार्गदर्शनाखाली केला जातो. यावेळी स्वतः राज्यपाल, मुख्यमंत्री, उपमुख्यमंत्री यांच्यासह सर्व उच्चपदस्थ अधिकारी, कलाकार, ज्येष्ठ संपादक, समाजसेवक, उद्योजक, खेळाडू आणि अन्य बरेच मान्यवर उपस्थित असतात. राजभवनकडूनही औपचारिक निमंत्रण पत्रिका वाटल्या जातात.
• असे असतानाही, या भामट्या मुणगेकरने याच्यातही आपली ‘दुकानदारी’ चालू केली आहे. १० ते २० हजार रूपयाला एक, या दराने आमंत्रण पत्रिका विकण्याचा काळा बाजार त्याने मांडलेला आहे. हा गैरव्यवहार बरेच वर्ष चालू असल्याचा आरोप होत आहे, तरीदेखील या भामट्याची सखोल चौकशी करण्याची मागणी राजभवन प्रशासन धुडकावून लावत आलेली आहे. प्रजासत्ताक दिनाच्या या आनंदी सोहळ्याचा या भामट्याने बाजार मांडलेला आहे, या प्रकरणाचीही राजभवन प्रशासनाने त्वरित चौकशी करण्यात यायला हवी, अशी मागणी ‘स्प्राऊट्स’ने केलेली आहे.
