Across the Mumbai Metropolitan Region, families planning international and domestic holidays claim they are being denied refunds after tours are cancelled due to visa rejection, natural calamities, or operator level changes.

Customers allege that once the advance booking amount is collected, several tour operators invoke restrictive cancellation clauses printed in small font to refuse repayment, even in circumstances beyond the traveller’s control.

This pattern raises larger concerns about transparency, accountability, and regulatory oversight in India’s fast growing tourism and outbound travel sector, especially in major metros like Mumbai.

Industry estimates suggest India’s travel and tourism sector contributes nearly 7 percent to the national GDP, making consumer trust central to its long term sustainability and global credibility.

Rising Complaints Against Mumbai Tour Operators and Refund Policies

In Mumbai, specific allegations have surfaced against individuals such as Rahul Jain and Manish Ramgopal Agrawal of Neem Travels, with consumers accusing them of withholding tour deposits.

Online grievance forums and consumer complaint portals contain numerous allegations claiming that promotional packages were advertised at unusually low prices, encouraging quick booking decisions and advance payments.

Several complainants state that after payment, tour itineraries were altered, cancelled, or postponed, and refund requests were rejected citing non refundable policy clauses embedded in booking agreements.

According to complainants, more than 100 cases related to refund disputes involving Manish Ramgopal Agrawal are reportedly pending across police stations, consumer courts, and other judicial forums in Mumbai.

Despite warrants reportedly being issued in certain matters, complainants allege delays in enforcement, raising questions about systemic gaps in coordination between law enforcement and consumer protection mechanisms.

It is important to note that these are allegations currently subject to legal proceedings, and final judicial findings will determine liability in each individual case.

The larger concern, however, extends beyond any single company or individual and points towards structural weaknesses in the regulation of travel agencies operating in metropolitan markets.

A publicly accessible central registry of complaints and compliance records may help travellers verify the track record of agencies before making substantial financial commitments.

Stricter enforcement and time bound refund mandates, particularly in cases of visa rejection or force majeure events, would align India with global best practices in responsible tourism governance.
