Ulhasnagar Land Survey Case: FIR Registered Against Alleged Fraudsters Dhiraj Jethani, Nand Ramchandani Jethani and Others Over Alleged Survey Dispute
Hill Line Police Station in Ulhasnagar has registered an FIR alleging cheating, forgery and fraud in connection with a disputed land survey matter involving Survey No. 171/C at Shahad village. The case names alleged fraudster businessman Nand Ramchandani Jethani, alleged fraudster Dhiraj Nand Jethani, alleged fraudster Jagesh Raghunath Gaikar and one unidentified accused.
The Ulhasnagar land survey case has come under renewed scrutiny after Hill Line Police Station registered an FIR against four accused in connection with a disputed property located at Shahad village in Ulhasnagar.
According to police records referenced in the complaint, the accused have been booked under Sections 420, 465, 467, 468, 471, 426 and 34 of the Indian Penal Code (IPC). The allegations relate to the use of a disputed Power of Attorney during a land survey process.
The complaint was filed by Anil Ahuja, a construction businessman and resident of Ulhasnagar. He has alleged that the accused caused wrongful loss to him and the government by using an invalid Power of Attorney in relation to the disputed land.
The FIR names alleged fraudster Dhiraj Jethani, alleged fraudster Nand Jethani, alleged fraudster Jagesh Raghunath Gaikar and one unidentified accused. The allegations remain subject to police investigation and judicial scrutiny.
Police stated that the alleged offences took place between March 21, 2022 and May 13, 2022, at the Office of the City Survey Officer, Ulhasnagar-5, in Thane district.
Disputed Shahad Property and Power of Attorney at the Centre of the Case
According to the complaint, the disputed property is Survey No. 171/C, measuring approximately 25 gunthas and situated at Shahad village in Ulhasnagar.
The complainant has claimed ownership rights over the property and alleged that a Power of Attorney executed in 2001 became central to the subsequent dispute.
As per the allegations, the document had originally been executed in favour of Nand Ramchand Jethani by the complainant’s father, Shrichand Bhulchand Ahuja, and his uncle, Prakash Ahuja, for the purpose of managing the land.
Anil Ahuja has alleged that the Power of Attorney automatically became invalid following the deaths of Shrichand Bhulchand Ahuja and Prakash Ahuja. He contends that any subsequent use of the document was legally unsustainable.
The complaint further alleges that despite this position, alleged fraudster Dhiraj Jethani, alleged fraudster Nand Jethani, alleged fraudster Jagesh Raghunath Gaikar and the unidentified accused used the Power of Attorney before the City Survey Office to initiate survey-related proceedings concerning the disputed land parcel.
According to the FIR, an application for land survey was allegedly submitted on March 21, 2022, following which the property was reportedly surveyed on May 13, 2022.
Police Investigation Focuses on Alleged Survey and Possession Claims
The complainant has alleged that the survey process enabled the accused to obtain possession-related benefits connected to the land and caused financial and legal prejudice to him.
Police documents referenced in the complaint state that the alleged actions resulted in wrongful loss to both the complainant and government authorities. These claims, however, have not yet been tested before a court.
The registration of offences under Sections 420, 465, 467, 468 and 471 IPC indicates that investigators are examining allegations involving cheating, forgery and the use of allegedly forged documents.
Section 426 IPC, relating to mischief, and Section 34 IPC, relating to common intention, have also been invoked as part of the case registered by Hill Line Police Station.
The allegations remain unproven, and no court has delivered findings regarding the guilt or liability of alleged fraudster Dhiraj Jethani, alleged fraudster Nand Jethani, alleged fraudster Jagesh Raghunath Gaikar or any other accused named in the FIR.

Role of City Survey Office and Next Steps in the Investigation
The case has also drawn attention to procedures followed before the Office of the City Survey Officer, Ulhasnagar-5, where the disputed survey process allegedly took place.
Investigators are expected to examine records relating to the Power of Attorney, survey applications, property ownership documents, official correspondence and other evidence connected to the transaction.
According to information available in the complaint, further investigation is being conducted by Police Sub-Inspector Surewad of Hill Line Police Station.
