In a shocking revelation, a letter dated July 22, 2022, has brought to light a series of questionable actions by the state government, involving the controversial reappointment of officials and alleged financial irregularities. Sprouts, a prominent publication, has unearthed a trail of illegalities, exposing the murky dealings within the corridors of power.
The letter reveals that despite established procedures outlined in a comprehensive government decision dated December 17, 2016, regarding reappointments after retirement, the Governor, Bhagat Singh Koshyari, has issued orders for the reinstatement of officials, sidestepping the prescribed protocols. This move, veiled as a ‘special case,’ has raised eyebrows and ignited controversy.
The controversy deepens as the Governor’s office, in blatant disregard for established norms, has consistently turned a blind eye to recommendations from the General Administration Department to annul the reappointment of Munagekar, an official implicated in serious academic qualification misuse, misappropriation of assets, and other grave allegations.
What adds fuel to the fire is the Governor’s alleged personal benefit from the situation, wherein financial gains for Munagekar were secured by the Governor himself, contrary to the principles of impartiality and transparency expected from such high offices.
The State Administration Department’s letters dated June 16, 2021, October 5, 2021, November 16, 2021, December 29, 2021, February 9, 2022, May 6, 2022, and October 20, 2022, all urging the annulment of Munagekar’s reappointment, seem to have fallen on deaf ears at the Raj Bhavan.
This blatant disregard for due process and governance norms has not only created a stir but also exposed a flaw in the system. The Governor’s actions have far-reaching consequences, not only for the affected officials but also for the general public.
In an unprecedented move, Sprouts has also obtained a copy of the Governor’s note, showing a cavalier attitude towards the whole affair. The Governor’s office has been accused of not conducting a thorough investigation and has instead chosen to extend the controversy further.
The General Administration Department has taken cognizance of the situation, directing an inquiry as of November 30, 2022. However, the Raj Bhavan remains mum on any corrective measures.
As the scandal unfolds, questions arise about the ethics, legality, and accountability of the Governor’s actions. The citizens await answers, demanding justice and transparency in what seems to be a web of political intrigue.
A suitable officer is expected to be appointed for the post of Private Secretary to the Governor. But even after retirement, one rogue, who has passed only the 12th standard, is being illegally re-appointed on the post three times. That too by violation of rules and regulations. Not only this, for the re-appointment of this Brat, the former Governor Bhagat Singh Koshyari had to come to the Raj Bhavan, Mumbai every time to make a recommendation to the present Governor Ramesh Bais. It amounts to a suspicion amongst people that is there some economic reason or financial interest behind this arrangement.
Governor is the constitutional post and Raj Bhavan is the primary office of the State Government. It is from this Raj Bhavan only various appointments of important posts including Vice-Chancellor of all the universities in Maharashtra are done. But in the past few years, the Governor has also made some illegal appointments.
The newly elected Pro Vice-Chancellor of Mumbai University Ajay Bhamre was also appointed in a similar illegal manner. All these kinds of illegal appointments, bogus award distribution ceremonies, fixing of appointments with the Governor, Maharashtra civil service appeals and its hearings, Universities petitions, hearings, and organizing non-governmental programs at Raj Bhavan are always alleged to be done purely with ‘financial interests’.
Especially during the time of former Governor Bhagat Singh Koshyari, the doors of Raj Bhavan were opened for all. He had awarded literally thousands of people during his tenure. But while giving such an award, he wrapped up the protocol of the Raj Bhavan. During the time of COVID, doctors who became butchers (police cases are ongoing), frauds, hooligans, goons, fraud businessmen, accused who have cheated the central investigation agencies, but also criminals from the underworld were given awards. They also had photo sessions with the governor without respecting his position. These photos were misused by many people.
Once a very bogus PhD distribution program was held in Raj Bhavan. Sprouts’ brought all these abuses before the common people. Not only this, it was also publicly alleged that a huge amount of money was being exchanged in each of these events.
The turnover of money was in crores of rupees. In this matter, Ulhas Mungekar should be investigated at a high level, not only because Mungekar (Private Secretary to the Governor) is ‘Sachin Waze’ in the Raj Bhavan, but also because his appointment is illegal, so he should be expelled/debarred from the Governor office. There were frequent requests to the Governor and other government officials of the concerned departments to expel Mungekar from Raj Bhavan, Mumbai.
Who is this rogue Munagekar?
The story of the year 1986. Ulhas Shankar Munagekar started working as a clerk-cum-typist in the Raj Bhavan. After that, he occupied the posts of Superintendent (Code), Gazetted Officer (Class 2), and Private Secretary (Class 1) with regular promotion. Actually, for these posts the candidate should be a degree holder, having a minimum qualification of 120 words per minute in English shorthand, 30 words per minute in Marathi typing, and 80 words per minute in Marathi shorthand.
Munagekar was then (and still he is) only a 12th pass. His English shorthand speed was not even 120 words per minute. But for this worthless candidate, the condition regarding typing and shorthand writing was relaxed. (For other Raj Bhavan employees who did not meet the 120 words per minute qualification, their increments were withheld.)
As per the circular dated 22nd January 1969, such an appointment without a degree is illegal. But Mungekar has been an expert at ‘managing’ since then. At that time he started working as a clerk-cum-typist and today holds the post of private secretary to the governor.
Certificates are also doubtful Mungekar is only a 12th pass and with a normal ability. This Brat ‘manages’ scams in the state, especially in the education sector, so he should be sacked immediately. Apart from this, there is a strong possibility that he has allegedly collected crores of rupees of black money. ‘Sprouts’ had requested the former governor Koshyari to carry out an investigation at a high level through CID. Not only this, but the certificates submitted by this bogus person to Raj Bhavan are also suspicious. So it was demanded to check its authenticity.
Doubts about the verification by the Pay Verification Unit (Mumbai)
Munagekar, a 12th pass clerk-cum-typist, has so far achieved many promotions like higher grade stenographer, superintendent (Code), Gazetted officer (Class 2), and Private secretary (Class 1) by violating the rules and regulations. Interestingly, this rogue has retired in June 2021. After that, his service book was sent to the Pay Verification Unit (Mumbai) for verification. But this Unit also did not raise any objection about his eligibility and sanctioned his pension by violating the rules.
‘Initiative by the Sprouts’ The Sprouts’ Special Investigation Team (SIT) wrote a letter to Governor Koshyari dated 22nd July 2022. By this letter, Sprouts presented the facts.
For the re-appointment of retired government officers on a contractual basis, there is one Government Resolution / Rule dated 17 December 2016. This Government Resolution (GR) of the Government (General Administration Department), has detailed information about the procedure to be followed/adopted for such re-appointment in the government Offices. This procedure is compulsory for all government offices. But, despite this, Governor Koshyari had given orders to his officers to re-appoint Munagekar in Raj Bhavan Mumbai. Therefore, the Raj Bhavan Office had written to the Government (General Administration Department) to exclude the reappointment of Munagekar from the procedure as per the GR dated 17 December 2016.
The Government was requested by the Raj Bhavan Office to approve the reappointment of Munagkear as ‘a special case’, as it is the special order of Governor Koshyari. This recommendation and approval of this re-appointment is illegal and in violation of the GR/ Rules/ Regulations. Therefore, the General Administration Department (GAD) has not given any such approval and has written to the Raj Bhavan Office in various series of letters dated 16/06/2021, 05/10/2021, 16/11/2021, 29/12/2021, 09/02/2022, 06/05/2022 and 20/10/2022.
GAD has, again and again, told the Raj Bhavan Office by these letters to follow the procedure of re-appointment as per the GR dated 17 December 2016 and to cancel the illegal re-appointment of Munagekar. But Governor Koshyari had given zero value to these letters and continued the services of Munagekar at Raj Bhavan Mumbai for his own financial benefits. Making such appointments at the offices having constitutional powers like the Governor’s Office, is really a matter of disgrace (shame) for the Maharashtra State.
In his reappointment, provisions of Government Resolution/ Rules like Rule 2A (1,4), 2C (2 and 3) and 3 and 5 have been systematically ignored. Also, he is being re-appointed as a special order of Governor Koshyari without any advertisement, without preparing a list, without taking a bond, just because the Governor said. This matter is like the death of democracy.
In addition to this, such re-appointment is on a regular sanctioned post, which is illegal and adversely affects the promotion opportunities and rights of other eligible officers. Also, it was clearly mentioned by the Government in its letters that there should not be any kind of administrative and financial authority to be given to the persons appointed on such contractual basis.
The lie of Governor Koshyari
‘Sprouts’ by its letter had demanded that this brat should be expelled immediately. Some evidence was also attached and the matter was followed strongly, so the Raj Bhavan had no option but to submit a note to Governor Koshyari. In this note, the governor’s order was sought for an inquiry into the serious issues about Munagekar’s educational qualification, misuse of office, disproportionate wealth, his wife regularly taking house rent allowance despite staying in government quarters, etc. But the then Governor Koshyari only put his remarks ‘seen- need not reply’ on the file and signed below. He then closed the file and once again re-appointed the bogus brat and kept on giving him extensions during his tenure.
Garbage value to the letters of the General Administration Department
The General Administration Department (GAD) took cognizance of the complaints made by Sprouts. Accordingly, it was informed on 30 November 2022 that these complaints should be investigated and appropriate action should be taken by the Raj Bhavan. However, the Raj Bhavan office has not taken any action yet. And on the contrary, Governor Koshyari re-appointed this brat. It is clear that the letters of the General Administration Department have garbage value at Raj Bhavan Mumbai.
Koshyari in action to save his favorite rogue
Munagekar, who is only 12th pass, was earlier working as a private secretary to the then Governor Bhagat Singh Koshyari. Following Koshyari’s recommendation, the present Governor Ramesh Bais re-appointed the rogue as Additional Private Secretary. Actually, a suitable officer should have been appointed to this post. Not only this 12th pass rogue was illegally reappointed, but Governor Bhagat Singh Koshyari himself is trying to re-appoint this rogue repeatedly. For that, he comes to Raj Bhavan frequently and recommends this rogue to Governor Bais. It is unfortunate that Koshyari has to rely on this bogus person to maintain his hold on the Raj Bhavan Mumbai. Smart readers must have noticed that there are ‘financial’ relationships behind this.

राजभवनात बेकायदेशीरपणे बसलेल्या खासगी सचिवाची हकालपट्टी होणार काय?

राज्यपाल या पदाच्या खासगी सचिव पदासाठी सुयोग्य अधिकाऱ्याची नेमणूक होणे अपेक्षित आहे. मात्र केवळ बारावी पास असणाऱ्या, सामान्य वकुबाच्या भामट्याला निवृत्तीनंतरही या पदासाठी तब्बल तीन वेळेला पुनर्नियुक्त केले गेले. तेही चक्क बेकायदेशीरपणे. इतकेच नव्हे तर या भामट्याच्या पुनर्नियुक्तीसाठी माजी राज्यपाल भगत सिंह कोश्यारी यांना प्रत्येक वेळी मुंबईतील राजभवनात यावे लागते व या भामट्याची राज्यपाल बैस यांच्याकडे शिफारस करावी लागते, यामागे काही अर्थकारण दडलेले आहे, असा संशय जनमानसात येवू लागलेला आहे.
राज्यपाल हे घटनात्मक पद आहे व राजभवन हे राज्य शासनाचे प्रथम कार्यालय आहे. या राजभवनातूनच राज्यातील विद्यापीठांच्या कुलगुरूंसह महत्त्वाच्या पदांच्या नियुक्त्या केल्या जातात. मात्र मागील काही वर्षांत राज्यपालांनी नियमबाह्य नियुक्त्याही केलेल्या आहेत. मुंबई विद्यापीठचे नवनिर्वाचित प्र- कुलगुरू अजय भामरे यांची नियुक्तीही अशीच नियमबाह्य पद्धतीने केली गेली. या व अशा नियमबाह्य नियुक्त्या, पुरस्कार वितरण समारंभ, राज्यपालांच्या भेटी निश्चित करणे, महाराष्ट्र नागरी सेवा अपील व त्यांच्या सुनावण्या, विद्यापीठ प्रकरणी सुनावण्या, राजभवनात अशासकीय कार्यक्रमांचे आयोजन या सर्व कामांतून राजभवनात ‘अर्थ’कारण चालते, असा कायमच आरोप केला जातो.
विशेषतः माजी राज्यपाल भगत सिंह कोश्यारी यांच्या काळात राजभवनाचे दरवाजे सर्वांसाठी खुले झाले. त्यांनी त्यांच्या कालावधीत अक्षरश: हजारो जणांना (होलसेलमध्ये ) पुरस्कार वाटले. मात्र हे पुरस्कार देताना त्यांनी राजभवनातील प्रोटोकॉल गुंडाळले.
कोरोनाच्या काळात कसाई बनलेले डॉक्टर (पोलीस केसेस चालू असणारे ), शिक्षणमाफिया, बोगस पीएचडी वाटणारे फ्रॉड, गुंड, मवाली, काळे धंदेवाले, केंद्रीय तपास यंत्रणांच्या धाडी पडलेले आरोपी इतकेच काय पण अंडरवर्ल्डमधील गुन्हेगारांनाही पुरस्कार वाटण्यात आले. राज्यपालांनीही त्यांच्या पदाचा मान न ठेवता त्यांच्याबरोबर खुलेआम फोटोसेशन केले. या फोटोजचा अनेकांनी दुरुपयोगही केला. एकदा तर चक्क बोगस पीएचडी वाटण्याचा कार्यक्रमही राजभवनात घेण्यात आलेला होता. ‘स्प्राऊट्स’ने या सर्व गैरव्यवहारांना चव्हाट्यावर आणले. इतकेच नव्हे तर या प्रत्येक कार्यक्रमात पैशांची देवाणघेवाण होत आहे, असा जाहीररीत्या आरोपही केला.
पैशांची ही उलाढाल कोट्यवधी रुपयांच्या घरात होती. याप्रकरणी उल्हास मुणगेकर या अधिकाऱ्याची उच्चस्तरीय चौकशी करावी, इतकेच नव्हे तर मुणगेकर (राज्यपालांचा खासगी सचिव) हा राजभवनातील ‘सचिन वाझे’ आहे, या भामट्याची नेमणूक ही बेकायदेशीर आहे, त्यामुळे त्याची हकालपट्टी करण्यात यावी, अशी वारंवार लेखी मागणीही राज्यपाल व संबंधित विभागांतील अधिकाऱ्यांकडे केली.
कोण हा भामटा मुणगेकर?
सन १९८६ सालची गोष्ट. उल्हास शंकर मुणगेकर (Ulhas Shankar Mungekar ) हा राजभवनात कारकून- कम- टायपिस्ट म्हणून कामाला लागला. त्यानंतर सुप्रिटेंडण्ट (Code), राजपत्रित अधिकारी (Class 2 ), खासगी सचिव (Class 1) या पदांवर नियमित बढतीने विराजमान झाला. वास्तविक या पदांसाठी उमेदवार हा पदवीधारक, इंग्रजी लघुलेखनाचा प्रतिमिनिट 120 शब्द, मराठी टंकलेखनाचा प्रतिमिनिट 30 शब्द व मराठी लघुलेखनाचा प्रतिमिनिट 80 शब्द ही किमान अर्हता असणारा हवा होता.
मुणगेकर हा त्याकाळी ( व आजही) केवळ बारावी पास आहे. त्याचा इंग्रजी लघुलेखनाचा वेगही प्रति मिनिट 120 शब्द नव्हता. मात्र या चिरकूट उमेदवारासाठी टंकलेखन व लघुलेखनाबाबतीतली अट शिथिल करण्यात आली. (प्रतिमिनिट 120 शब्द ही अर्हता पूर्ण नसणाऱ्या राजभवनातील इतर कर्मचाऱ्यांच्या वेतनवाढ रोखल्या गेल्या.)
दिनांक 22 जानेवारी 1969 च्या परिपत्रकानुसार पदवी नसताना अशा प्रकारची नियुक्ती करणेच नियमबाह्य आहे. मात्र मुणगेकर हा तेव्हापासूनच ‘मॅनेज’ करण्यात माहीर आहे. त्यावेळी तो कारकून-कम-टायपिस्ट या पदावर कामाला लागला व आज राज्यपालांचा खासगी सचिव बनला.
प्रमाणपत्रेही संशयास्पद
मुणगेकर हा केवळ बारावी पास व सामान्य वकुबाचा आहे. राज्यातील विशेषतः शिक्षण क्षेत्रातील घोटाळे हा भामटा ‘मॅनेज’ करतो, त्यामुळे त्याची त्वरित हकालपट्टी करण्यात यावी. याशिवाय त्याने कथित कोट्यवधी रुपयांची काळी माया गोळा केली असल्याची दाट शक्यता आहे, त्याचीही सीआयडी मार्फत उच्चस्तरीय चौकशी करण्यात यावी, अशी मागणी ‘स्प्राऊट्स’ने राज्यपाल कोश्यारी यांच्याकडे केली होती.
इतकेच नव्हे तर या भामट्याने राजभवनात सादर केलेली प्रमाणपत्रेही संशयास्पद आहेत. त्यामुळे त्याची अस्सलता (authenticity) तपासून घेण्याची मागणी केली होती.
वेतनपडताळणी पथकाच्या पडताळणीबाबत साशंकता बारावी पास कारकून-कम-टायपिस्ट मुणगेकरने आजवर हायर ग्रेड स्टेनोग्राफर, सुप्रिटेंडण्ट (Code), राजपत्रित अधिकारी (Class 2 ), खासगी सचिव (Class 1) अशी अनेक प्रमोशन्स नियम धाब्यावर बसवून मिळवलेली आहेत. विशेष म्हणजे हा भामटा जून 2021 मध्ये सेवानिवृत्त झाला. त्यानंतर त्याचे सेवा पुस्तक ( service book) हे वेतनपडताळणी पथकाकडे पडताळणीसाठी गेले होते. मात्र या पथकानेही त्याच्या अर्हतेविषयी कोणतेही आक्षेप घेतले नाहीत व नियमांची पायमल्ली करीत निवृत्तीवेतन लागू केले.
‘स्प्राऊट्स‘चा पुढाकार
‘स्प्राऊट्स’च्या स्पेशल इन्व्हेस्टीगेशन टीमने (एसआयटी ) राज्यपाल कोश्यारी यांना 22 जुलै 2022 रोजी पत्र लिहिले. या पत्रातून स्प्राऊट्सने वस्तुस्थिती मांडली.
शासकीय सेवेतून निवृत्त अधिकाऱ्याची कंत्राटी पध्दतीने शासकीय कार्यालयात पुन्हा नियुक्ती करण्याबबात शासनाच्या सामान्य प्रशासन विभागाचा दिनांक 17 डिसेंबर 2016 चा सविस्तर शासन निर्णय/ नियम आहे. त्यामध्ये अशा नियुक्ती करण्यापूर्वी राबविणे बंधनकारक असलेली प्रक्रिया स्पष्ट केलेली आहे. परंतु, असे असतानाही राज्यपाल कोश्यारी यांनी या भामट्याची पुनर्नियुक्तीचे आपल्या अधिकाऱ्यांना आदेश दिले. त्यामुळे राजभवन कार्यालयाने शासनाला सदर नियमांपासून मुणगेकरची पुनर्नियुक्ती वगळण्यासाठी व त्याची 1 वर्षासाठी करार पद्धतीची पुनर्नियुक्ती करण्याचे राज्यपाल कोश्यारी यांचे आदेश ‘एक विशेष बाब’ म्हणून मंजूर करण्याची विनंती केली होती.
या पुनर्नियुक्तीची शिफारस व मंजुरी या दोन्ही कृती अवैध व नियमांना बगल देणाऱ्या आहेत. त्यामुळेच अशी कोणतीही मंजूरी न देता सामान्य प्रशासन विभागाने दिनांक 16/06/2021, 05/10/2021, 16/11/2021, 29/12/2021, 09/02/2022, 06/05/2022 व 20/10/2022 च्या विविध पत्रांनी राज्यपाल कार्यालयाला दिनांक 17 डिसेंबर 2016 च्या शासन निर्णयानुसारच कार्यवाही करण्याचे व मुणगेकराची चुकीची नियुक्ती रद्द करण्याबाबत वारंवार लिहिलेले आहे. परंतु राज्यपाल कोश्यारी यांनी नियमांना धाब्यावर बसवून मुणगेकरला राजभवनात ठेवून घेतले.
शासनाच्या पत्रांना किंमत न देता राज्यपाल कोश्यारी यांनी मुणगेकरला स्वत:च्या आर्थिक फायद्यासाठी ठेवून घेतले. राज्यपालांसारख्या घटनादत्त अधिकार असणाऱ्या कार्यालयात अशा नियुक्त्या करणे, ही बाब राज्याला काळिमा फासणारी आहे.
ही पुनर्नियुक्ती करताना संदर्भीय शासन निर्णयातील अ. क्र. 2 अ (1,4), 2 क (2 व 3) व 3 व 5 या नियमांना पद्धतशीरपणे बगल देण्यात आलेली आहे. तसेच जाहिरात न देता, नामसूची (panel ) तयार न करता, बंधपत्र न घेता केवळ राज्यपालांनी सांगितले म्हणून पुनर्नियुक्ती करण्यात आलेली आहे. ही बाब लोकशाहीला मारक आहे.
महत्वाचे म्हणजे ही पुनर्नियुक्ती नियमित मंजूर पदावर आहे, त्यामुळे ती नियमबाह्य आहे व इतर पात्र अधिकाऱ्यांच्या पदोन्नतीच्या संधीवर व अधिकारांवर प्रतिकूल परिणाम करणारी आहे. तसेच अशा करार पद्धतीने नियुक्त केलेल्या व्यक्तींना कोणत्याही प्रकारचे प्रशासकीय व वित्तीय अधिकार प्रदान करता येत नाही, असे या पत्रांत स्पष्टपणे नमूद केले होते.
राज्यपाल कोश्यारी यांचा खोटारडेपणा
एकंदरीतच या भामट्याची त्वरित हकालपट्टी करा, अशी मागणी ‘स्प्राऊट्स’ ने आपल्या पत्रातून केली होती. सोबत काही पुरावेही जोडले व जोरदार पाठपुरावा केला होता, त्यामुळे नाईलाजाने राजभवनाने राज्यपाल कोश्यारी यांना टिपणी (noting) सादर केली. या टिपणीत राजभवनातील अधिकाऱ्यांनी मुणगेकर याच्या शैक्षणिक अर्हता, पदाचा दुरुपयोग, अवाजवी संपत्ती, पत्नी सरकारी सेवेत असतानाही नियमितपणे घरभाडे घेत होत्या, इत्यादी गंभीर मुद्यांबाबत चौकशी करण्यासाठी राज्यपालांचे आदेश मागितले होते. मात्र तत्कालीन राज्यपाल कोश्यारी यांनी केवळ ‘seen- need not reply’ असा रिमार्क मारला व खाली स्वाक्षरी केली. त्यानंतर त्यांनी ही फाईल बंद केली व पुन्हा एकदा या भामट्याला पुनर्रवाढ करीत वाढीव एक्सटेंशन दिले.
सामान्य प्रशासन विभागाच्या पत्राला केराची टोपली
‘स्प्राऊट्स’ ने केलेल्या तक्रारींची दखल सामान्य प्रशासन विभागाने घेतली. त्यानुसार त्यांनी दि. 30 नोव्हेंबर 2022 रोजी या तक्रारींचा तपास करण्यात यावा व त्यानुसार उचित कारवाई करा, असे कळविले होते. तरीही राजभवन कार्यालयाने अद्याप कोणतीही कार्यवाही केलेली नाही. व याउलट राज्यपाल कोश्यारी यांनी या भामट्याची पुनर्नियुक्ती केली. यावरून सामान्य प्रशासन विभागाच्या पत्रांना राजभवनात काडीची किंमत नाही, हे स्पष्ट होते.
भामट्याला वाचविण्यासाठी कोश्यारी मैदानात
