China’s aggression continues to grow as the Modi government remains limited to issuing warnings. In a shocking revelation, the central government admitted in the Lok Sabha that China has encroached into Ladakh and established two new counties (cities). The government, however, has decided to oppose this move only through diplomatic channels.


On Friday, a question was raised in the Lok Sabha regarding China’s repeated incursions into Indian territory. In response, Minister of State for External Affairs Kirti Vardhan Singh confirmed in a written reply that China has created two new counties in the Hotan region, which is a part of Ladakh.

China Built Two Cities in Ladakh

• China Announced the Plan in December

China had previously announced its intention to establish two cities—He’an and Hokang—in the Hotan region. At that time, India strongly objected, asserting that Hotan is an integral part of Ladakh. However, despite India’s opposition, China went ahead with its plan and constructed the cities. In addition, China has also announced plans to build a dam on the Brahmaputra River.

• Functioning Like Municipalities

– The Xinjiang region near the border is originally part of Ladakh. China has now intruded into Hotan and established two cities there.
– In China, counties are referred to as “Xian.”
– These counties function like municipalities, consisting of both urban and rural areas.
– Despite China’s construction of these new counties, the Indian government has stated that this will not affect India’s territorial status, nor will China’s forceful occupation be considered legitimate. Minister Kirti Vardhan Singh emphasized that the government will oppose this move through diplomatic means.
