Nashik MHADA Reservation Scam: Transactions in 38 Layouts Suspended Amid Probe Into Alleged Forged Documents
A major investigation into alleged manipulation of land records and MHADA reservation requirements in Nashik has led authorities to suspend transactions involving dozens of layouts and properties pending completion of an official inquiry.
The Nashik MHADA reservation controversy has intensified after authorities suspended purchase and sale transactions linked to 38 layouts spread across 108 survey numbers and 12 CTS properties currently under investigation.
The action follows allegations that forged government documents, maps, seals, and land records were allegedly used to bypass mandatory MHADA reservations meant for Economically Weaker Sections (EWS) and Low-Income Groups (LIG).
Nashik Housing and Area Development Board Chief Officer Shivkumar Avalkanthe issued an official communication on May 29 to the Inspector General of Registration and Controller of Stamps, Maharashtra State, seeking preventive action.
According to the communication, restrictions have been imposed to ensure that no third-party interests are created in the identified properties while the ongoing investigation remains pending before the competent authorities.
The development has significant implications for the real estate sector in Nashik, particularly for homebuyers, developers, landowners, and regulatory authorities involved in urban planning and affordable housing implementation.
Alleged Forged Documents Used to Evade 20 Percent MHADA Reservation
Under the Maharashtra Government notification dated November 8, 2013, layouts developed on land parcels measuring 4,000 square metres or more are required to transfer 20 percent of the land or housing stock to MHADA.
Authorities are investigating allegations that several developers and landowners allegedly avoided this obligation by showing artificial subdivision of larger land parcels before prescribed timelines, thereby escaping reservation requirements.
According to findings reportedly recorded by a committee headed by the Additional District Collector, forged seals, maps, and supporting records allegedly linked to the Land Records Department were used in certain cases.
Based on the committee’s findings, officials from the Land Records Department reportedly initiated criminal proceedings against 193 developers and landowners connected with the suspected transactions.
Investigators are now examining whether approvals, ownership records, layout permissions, and development documents were obtained through lawful procedures and whether statutory obligations towards MHADA were deliberately avoided.
The case has emerged as one of the most significant investigations concerning affordable housing reservations and urban land regulation in the Nashik region in recent years.

Dr. Pravin Gedam-Led Committee Reviews Suspected Properties
The matter gained statewide attention after concerns relating to MHADA reservation compliance were raised in the Maharashtra Legislature, prompting the state government to initiate a broader review.
A six-member Special Investigation Committee headed by Divisional Commissioner Dr. Pravin Gedam was subsequently constituted to examine all relevant layouts developed since the implementation of the policy framework.
During recent meetings, the committee reportedly prepared a list of suspected properties and recommended preventive measures to stop further transactions until verification and scrutiny are completed.
Authorities are examining whether layouts larger than 4,000 square metres were approved without transferring the mandatory 20 percent reservation to MHADA as required under existing government policy.
Sources familiar with the inquiry indicate that the committee is also reviewing the role of public officials, employees, developers, consultants, and landowners connected with the approvals.
Property Buyers Advised to Exercise Caution
The affected properties are reportedly located across Mhasrul, Makhmalabad, Wadner Dumala, Adgaon, Ambad, Deolali, Vihitgaon, Agartakli, Nashik City, Dasak, and Pathardi.
Following MHADA’s communication, registration authorities have been advised to exercise caution while processing property registrations linked to the identified survey numbers and CTS properties.
Authorities have also urged citizens to conduct thorough due diligence before purchasing land or residential units and verify whether the property forms part of the layouts currently under investigation.
The outcome of the inquiry could lead to recommendations for criminal proceedings against officials, employees, developers, consultants, and landowners if violations are established through the investigation process.
As the probe continues, the findings may have far-reaching implications for affordable housing compliance, urban governance, land administration, and regulatory accountability across Maharashtra.
