In yet another shocking revelation of corruption, manipulation, and outright betrayal of public trust, the Sprouts Special Investigation Team has unearthed a deep web of illegal activities connected to a posh redevelopment project—Krishvi Escape, located at C.S. No. 2255, Fanas Wadi, near Jain Derasar, Girgaon. What was meant to be a model for urban development has turned into a cautionary tale of bureaucratic collusion, tenant exploitation, and developer deceit.
• Illegal Authorization Through Corrupt Means
The land in question was originally reserved by the MCGM for a Municipal Retail Market, but in August 2013, this reservation was mysteriously lifted following a High Court clearance. This move, aided by select bureaucrats from the MCGM, paved the way for the project to be taken over by infamous redevelopment players—Shagun Realty, Shagun Bluekey Realty, and MIRAIAVENYA Group under MAHARERA No. P51900023229, a registration now under question due to the alleged use of fake documents.
The Sprouts Special Investigation Team has confirmed that even before this High Court decision, permissions were being processed dubiously. MHADA issued its first NOC in 2009 (valid till 2012), and shockingly, the MCGM Building Proposal Department issued an IOD on 3rd August 2012—when the land was still under reservation and legal dispute. The IOD in question (EB/6313/C/A) wasn’t even properly signed by any authorized officer, casting further doubts over the legality of these documents.

• Consent Taken Lightly, Possession Still Denied
Adding insult to injury, tenants—both residential and commercial—were reportedly manipulated into signing consent letters under unclear or coercive conditions. The original Cess Building No.1 was demolished back in December 2012. Yet, to this day—13 years later—tenants have not received possession, a direct violation of the MHADA Act, 1976, which mandates handover within three years.
Despite the delay, the developer continues to bully tenants into taking possession without an Occupation Certificate (O.C.), warning that rent payments will be stopped otherwise. In reality, MHADA and MCGM have washed their hands off the matter, stating that tenants accepting possession without an O.C. do so at their own risk.
• Bogus Floor Claims and Investor Fraud
The developer is now making outrageous claims in its advertising campaigns, falsely stating that the Commencement Certificate (C.C.) has been granted up to the 55th floor. This is not just misleading but outright impossible, as per current norms in South Mumbai where maximum sanctioned height generally caps around 120 meters, equivalent to about 40 floors. This clearly shows an intent to mislead investors with bogus claims, risking not only their money but also public safety.
According to documentation accessed by Sprouts Special Investigation Team, the building proposal (CHE/CITY/0479/C/337 (New)) was submitted as early as 09.09.2011 by Architect Udayshankar Warty. Shockingly, this was when the land was still under dispute and reservation, raising a fundamental question: How did MCGM accept and process such a proposal before legal clearance?
• Tenant Voices Ignored, Complaints Mounting
One of the commercial tenants, Mr. Bhupendra C. Doshi, has courageously raised multiple complaints with various authorities highlighting the developer’s non-compliance, fraudulent practices, and abuse of power. The Sprouts Special Investigation Team has corroborated his allegations with documentary evidence, which paints a grim picture of systemic failure.
• A Monument Built on Betrayal
What was intended to be a redevelopment marvel has instead become a symbol of rogue redevelopment, enabled by loopholes, bureaucratic apathy, and developer audacity. The Sprouts Special Investigation Team urges authorities to act decisively before this story repeats itself elsewhere across Mumbai.
The residents and tenants of C.S. No. 2255 deserve justice. And the city of Mumbai deserves a system that protects, not exploits.
