Dighi Port Tender Controversy: Anil Parab Demands High-Level Probe Into Alleged Irregularities in ₹1,400 Crore Maharashtra Project
Shiv Sena leader Adv. Anil Parab has sought an independent inquiry into the Dighi Port Industrial Area tender process, alleging serious discrepancies in eligibility documents submitted by Ramky Infrastructure Limited.
The Dighi Port tender controversy has escalated after Shiv Sena leader and MLA Adv. Anil Parab formally approached Maharashtra Chief Minister Devendra Fadnavis alleging irregularities in the ₹1,400 crore infrastructure tender linked to Raigad district.
The allegations concern the Dighi Port Industrial Area (DPIA) Phase-1 infrastructure development project, considered strategically important for Maharashtra’s industrial expansion, logistics connectivity, and manufacturing ecosystem surrounding the Dighi Port region.
According to the complaint raised by Anil Parab, the Engineering, Procurement and Construction (EPC) tender floated by Maharashtra Industrial Township Limited (MITL) allegedly contained serious procedural and qualification-related discrepancies during evaluation.
The controversy specifically relates to Package-A of the DPIA Phase-1 project, where M/s Ramky Infrastructure Limited (RIL) reportedly emerged as the lowest bidder, commonly referred to in procurement terminology as the L1 contractor.
However, Parab alleged that Ramky Infrastructure Limited did not fulfil mandatory eligibility conditions prescribed within the tender framework and therefore should not have qualified for such a high-value government infrastructure project.
The Shiv Sena leader has demanded that the Maharashtra government appoint an Additional Chief Secretary-rank officer to independently examine documents submitted by Ramky Infrastructure Limited during the technical evaluation stage of the tender.
According to the complaint, the documents allegedly contained discrepancies connected with prior project experience, technical eligibility compliance, and supporting certifications submitted to establish infrastructure execution capability within the bidding process.
Ramky Infrastructure eligibility dispute triggers political and administrative scrutiny
Anil Parab alleged that the tender conditions clearly specified that only projects completed during the previous ten years could be considered valid for technical qualification and eligibility assessment purposes.
However, the complaint alleged that Ramky Infrastructure Limited relied upon project experience dating back to 2010-11, which reportedly fell outside the acceptable qualification window prescribed within official tender conditions.
The allegations further claimed that several experience certificates submitted during the evaluation process were self-certified documents issued through subsidiary or affiliated entities associated with the contractor company itself.
According to the complaint, these certificates allegedly lacked essential disclosures relating to execution scope, infrastructure costs, project completion details, and work-order specifications required within public procurement evaluation standards.
One of the most significant allegations concerns Bihar Integrated Manufacturing City Gaya Limited, where reportedly similar tender conditions existed involving technical infrastructure qualification and contractor experience evaluation criteria.
According to Anil Parab, Ramky Infrastructure Limited had allegedly been declared technically ineligible in the Bihar-based project because of concerns relating to qualification requirements and documentary compliance standards.
The complaint reportedly included minutes from meetings of the Bihar tender evaluation committee while questioning how the same company subsequently qualified for Maharashtra’s significantly larger Dighi Port infrastructure project.
The controversy has intensified after regional Marathi media reports highlighted the allegations and prominently questioned whether procurement standards were uniformly applied across large-scale government-backed industrial development contracts in different states.

Questions raised over MITL officials and transparency in the Dighi Port tender process
The complaint also raised questions regarding the role of Maharashtra Industrial Township Limited officials, including MITL chairman and Industries Department Principal Secretary Dr P. Anbalagan and Managing Director P. D. Malikner.
According to Parab, competing contractors had already submitted written objections regarding alleged discrepancies in the qualification process before the tender evaluation reached its advanced stage within the procurement framework.
However, the Shiv Sena leader alleged that those objections were ignored despite formal representations highlighting concerns connected to technical scrutiny, documentary validity, and compliance verification within the bidding process.
The complaint now seeks completion of an independent investigation within fifteen days and demands that all documents connected with the controversial tender process be made publicly accessible for transparency purposes.
Political observers stated that the Dighi Port Industrial Area issue could attract wider attention because of the project’s strategic importance for Maharashtra’s industrial investment and logistics development ambitions in Raigad district.
The allegations have also triggered broader discussions surrounding procurement governance, public infrastructure transparency, contractor qualification scrutiny, and accountability mechanisms within major government-backed industrial corridor development projects across Maharashtra.
