A Mumbai land fraud case involving an alleged ₹58.5 lakh investment dispute has surfaced after Mahim Police registered an FIR against Jayesh Chawda and Dipali Chawda over a disputed land transaction in Raigad district.
The FIR, registered under sections 316(2), 318(4), and 3(5) of the Bharatiya Nyaya Sanhita, 2023, was recorded at Mahim Police Station on May 31, 2025.
According to police records, the complainant is a 48-year-old Mumbai resident employed with a cheque printing system-related company in Bengaluru who allegedly invested substantial savings into the disputed transaction.
The complaint alleged that the accused individuals persuaded the complainant and his wife to invest in a land purchase proposal linked to plots situated at Village Bhuman, Taluka Mangaon, in Maharashtra’s Raigad district.
Police documents stated that the complainant became acquainted with Ravi Singh and Sarika Singh through professional and social interactions before discussions regarding investment opportunities allegedly began in late 2023.
According to the complaint, Ravi Singh introduced the complainant to Dipali Chawda and Jayesh Chawda, who allegedly claimed ownership and development rights over several plots within a proposed residential plotting project near Mangaon.
The complainant alleged that assurances were given regarding road connectivity, documentation, registration processes, and future appreciation of the land value, leading him to consider investing substantial personal savings into the transaction.
Sources familiar with similar complaints claimed that Jayesh Chawda and Dipali Chawda have allegedly cheated multiple investors in comparable land-related transactions, though these allegations remain subject to police verification and judicial examination.
Raigad land transaction timeline forms central part of FIR investigation
The FIR narrative stated that multiple meetings allegedly took place between December 2023 and July 2024 at locations including Mahim, Dahisar, Kandivali, and Raigad regarding the proposed property investment arrangement.
According to the complaint, the complainant initially visited the Raigad property site along with Ravi Singh and Jayesh Chawda before allegedly being convinced that the plots carried strong future investment potential.
Police records stated that discussions later expanded into proposals involving bungalow construction, internal roads, and development infrastructure, with estimated construction expenditure allegedly projected near ₹80 lakh by project representatives.
The complainant further alleged that the accused repeatedly requested payments through banking channels, including RTGS and NEFT transfers, allegedly assuring him that registration formalities would be completed within specified timelines.
The FIR includes references to several financial transfers allegedly made into accounts connected with Dipali Chawda, Pushpa Chawda, and entities linked with Humsafar Developers during different phases of the transaction.
According to the complaint, transactions included alleged payments of ₹1 lakh, ₹4.5 lakh, ₹20 lakh, ₹10 lakh, ₹6 lakh, and ₹8.5 lakh through various online transfer mechanisms during 2024.
The complainant claimed that repeated assurances were provided regarding the registration of the plots and the execution of related legal agreements, though ownership transfer allegedly failed to materialise despite substantial monetary payments.

Mahim Police begin investigation into alleged cheating and breach of trust
The FIR further alleged that whenever demands for refunds or registration updates were raised, the complainant was allegedly provided fresh assurances regarding paperwork, approvals, or pending administrative formalities connected with the plots.
According to the complaint statement, the complainant later began suspecting irregularities after repeated postponements regarding documentation and alleged inconsistencies connected to ownership details and registration procedures linked to the proposed plots.
The complaint additionally alleged that threats and pressure tactics were used after refund requests were raised, though these allegations remain subject to police verification and further investigation by authorities.
Police records identified Inspector Sanjay Pandit Patil as the officer associated with the registration of the FIR, while Assistant Police Inspector Vivek Pawar’s name also appeared within the complaint documentation.
The FIR presently remains under investigation at Mahim Police Station, Mumbai, with authorities expected to examine financial transactions, ownership records, registration documents, and statements from all concerned individuals connected to the matter.
