India’s bold plan to scale up nuclear power capacity to 100 gigawatts by 2047 will need sweeping reforms in finance, workforce development and enhanced private-sector participation, government officials and industry leaders said.

India’s ambitions to expand its nuclear power face major challenges in financing and workforce development, as policymakers and industry executives lobby for reforms to help the country reach its target of 100 gigawatts (GW) of nuclear capacity by 2047.

Modernizing green finance regulations and bolstering technical education pipelines to support long-term nuclear growth are key, officials said at a PowerGen India event in New Delhi on 2 September.

Abhay Karandikar, a member of the government think tank NITI Aayog, said that nuclear investments were not part of the sovereign green bond framework, green deposit rules and financing regulations in India currently, creating challenges for future financing.

The comments come as India seeks to speed clean energy development while reducing dependence on fossil fuels and meeting rising electricity demand from industry, infrastructure and urban sprawl.

At present, the nuclear power generation capacity in India is about 8.8 GW. Achieving the 2047 target will require a massive scale-up in investment, technology deployment and skilled manpower across the sector.

Green Finance Framework Under Review for Nuclear Investments

Abhay Karandikar said that existing green finance mechanisms need to be reviewed for better alignment with India’s long-term energy objectives. There are a number of financing frameworks for sustainable investments, but they do not cover nuclear projects at the moment, he said. 

“The World Bank and other global financial institutions have started exploring approaches that can facilitate investments in nuclear energy projects as countries move toward low-carbon energy strategies,” said Karandikar.

Access to green financing could play a critical role in attracting capital for large-scale nuclear infrastructure projects, which typically need significant upfront investment and long development timelines, industry observers believe.

Last year, India opened its tightly controlled nuclear sector to private companies to attract foreign investment, advanced technologies and greater participation of domestic and international stakeholders.

Government estimates put the investment required to raise nuclear capacity from the current levels to the target of 100 GW by the centenary year of India’s independence at almost $210 billion.

The step is considered a significant policy shift to accelerate deployment while strengthening India's overall clean energy portfolio in conjunction with solar, wind, hydroelectric and emerging energy technologies.

Talent Shortage Emerges as Major Concern for Nuclear Industry

Industry leaders warned that, as well as financing issues, shortages of specialized education and training could limit the rate at which the nuclear industry expands.

Executives cited a broader talent squeeze already underway in India’s clean energy industry, saying similar workforce constraints could be more acute as nuclear projects expand across the country.

“There are not enough nuclear-focused academic programs across schools, colleges and universities in the country, with only a handful of premier institutions offering specialized training,” said Kalirajan S, Managing Director of EDF Nuclear Projects India Pvt.

Indian vendors have been part of certification programs run by EDF of France, and the company is planning to increase these initiatives to bolster domestic capabilities and to help develop a local nuclear supply chain, says Kalirajan S.

A strong talent ecosystem is expected to be key to meeting future demand for engineers, technicians, researchers, safety specialists and project management professionals.

NITI Aayog has constituted a committee to look into strategies for scaling up nuclear expertise at all levels, from training the technical workforce to cutting-edge research and development, Karandikar said.

“Financing reforms, workforce development and international collaboration will be key to translating India’s nuclear ambitions into operational capacity in the coming decades as the country moves forward with its long-term energy transition strategy,” experts say.
