Jai Ambe Nagar pond along Mumbai’s Ghatkopar–Mankhurd Link Road has come under scrutiny over its deteriorating condition, alleged filling and alleged encroachment, prompting Corporator Susham Gopal Sawant to demand immediate administrative action.
Large quantities of water hyacinth, algae, weeds and overgrown bushes have reportedly spread across the water body, affecting its appearance and raising concerns about environmental conditions and natural drainage.
Local residents have also raised complaints alleging that portions of the pond area have been filled and that encroachment has taken place, although these allegations require official investigation and verification.
Taking note of the complaints, Susham Gopal Sawant has issued a 48-hour ultimatum to concerned administrative departments, warning of a strong public agitation if concrete action does not begin.
Sawant said the proposed agitation would remain within the framework of law and would involve local residents if authorities fail to address the concerns within the stipulated period.
Joint Inspection Sought For Jai Ambe Nagar Pond
According to Sawant, the pond’s deteriorating condition is not solely an environmental issue and could potentially affect nearby residents’ safety and the locality’s natural drainage system.
He has urged officials to move beyond departmental correspondence and visit the site, arguing that an on-ground assessment is necessary to establish the actual situation.
Sawant has demanded a joint inspection involving officials from the Brihanmumbai Municipal Corporation, Mumbai Suburban District Collector’s Office and City Survey Department.
He said such an inspection could establish the land’s existing condition, the water body’s boundaries and the nature of any alleged encroachment before appropriate legal action.
He has additionally demanded a joint survey using certified land records to establish the pond’s boundaries, ownership, jurisdiction and legal status conclusively.
According to Sawant, any encroachment found during the process should be officially identified and documented, followed by notices, hearings and due legal proceedings under applicable laws.
Filling, Construction And Pond Cleaning Under Focus
Sawant has called for an immediate halt to dumping debris, soil or other material inside the pond area and to any unauthorised construction activity.
He said appropriate action should follow if any individual or organisation is found violating applicable rules, while stressing that enforcement should proceed according to established legal procedures.
The deteriorating ecological condition has also prompted demands for scientific and environment-friendly cleaning of water hyacinth, algae, weeds and bushes under expert supervision.
Sawant has asked authorities to prepare a written action plan specifying when cleaning will begin, which department will be responsible, and how long-term maintenance will be undertaken.
He has argued that verbal assurances alone are insufficient and that citizens should receive a clearly documented roadmap for restoration, protection and future maintenance of the water body.

A written timeline should also be made public, Sawant said, allowing citizens to monitor whether authorities are implementing the promised measures within the announced timeframe.
Questioning prolonged departmental correspondence, Sawant said the issue could not be resolved if files continued moving between offices over jurisdictional questions concerning the pond.
He maintained that even if the pond’s boundaries have not yet been finally determined, the administration cannot avoid its responsibility to protect and preserve the water body.
Sawant has therefore demanded that a joint inspection be completed within 48 hours, protective measures begin at the site, and a written action plan be issued.
Sawant Warns Of Democratic Public Agitation
Sawant said that if actual action is not initiated on the ground within 48 hours, he would join residents in launching a strong but peaceful democratic agitation.
If required, protesters could march to the concerned municipal office, followed by phased democratic protests outside offices of senior officials, he said.
He emphasised that the matter extends beyond cleaning the pond, involving public safety, environmental protection, preservation of natural water bodies and administrative accountability.
Sawant appealed to authorities to treat citizens’ complaints seriously and ensure that administrative decisions produce visible results on the ground rather than remaining confined to paperwork.
He reiterated that failure to initiate concrete action within 48 hours would lead to intensification of the proposed public agitation, while maintaining that protests would remain lawful and democratic.
