Fresh Record Review Raises Questions Over Membership Approval Process and Governance Issues in Western Park Housing Association
Fresh concerns have emerged regarding the formation and functioning of Western Park Co-operative Housing Societies Association Ltd. after certified records obtained from Oshiwara Amity Co-operative Housing Society Ltd. allegedly failed to reveal key documents relating to the society’s admission into the association.
According to representations submitted by C.A.B.B. Shetty, certified copies of records obtained from Oshiwara Amity CHS Ltd. do not contain Managing Committee resolutions, Special General Meeting proceedings, attendance records, or other documents demonstrating approval by society members for joining Western Park Co-operative Housing Societies Association Ltd.
The issue assumes significance because decisions taken through the association may directly affect redevelopment rights, governance structures, property interests, and the future of hundreds of families residing in the Oshiwara MHADA Complex at Andheri West, Mumbai.
Complaints Already Pending Before Authorities
Representations and complaints concerning these issues have already been submitted before the Deputy District Registrar (DDR), the Commissioner for Co-operation and Registrar of Co-operative Societies, Maharashtra, seeking an independent verification of records and examination of compliance with statutory requirements under the Maharashtra Co-operative Societies Act, Rules, and applicable Bye-laws.
The complaints request the authorities to verify whether the required approvals of members were obtained before constituent societies became members of Western Park Co-operative Housing Societies Association Ltd. and whether subsequent actions were undertaken with proper legal authority.

The representations also rely upon information obtained under the Right to Information Act. According to RTI replies received from the office of the Deputy District Registrar, election-related records of the constituent member societies were reportedly not available with the concerned office.
