The Enforcement Directorate has carried out two-day searches at 10 locations in three regions in a case of alleged illegal foreign liquor sales involving Gurugram-based liquor vend The Theka.
The Gurugram Liquor Vend Money Laundering Case has once again come into the limelight after the Enforcement Directorate (ED) concluded multi-state searches on November 4, 2026. The probe is into alleged irregularities in the sale of imported foreign liquor.
The searches were conducted at locations in Delhi-NCR, Haryana and Punjab linked to The Theka, a liquor licence owned by Ankush Goyal, the ED said.
The agency is investigating claims that a liquor syndicate had acquired and kept huge amounts of imported foreign liquor without the required holograms and Track and Trace Strips before allegedly selling it via the outlet.
ED Investigation Targets The Theka Liquor Vend
The Haryana Police has booked an FIR and chargesheet, while the ED has registered a case under the Prevention of Money Laundering Act (PMLA).
Fundamentally, the police investigation concerns allegations of the unlawful sale of foreign liquor and the improper use of bond-to-bond transfers of imported foreign liquor (IFL). Investigators are looking into whether customs duties and state excise taxes were evaded in these transactions.
The investigation was launched following a complaint from the Haryana Excise Department, which later confiscated suspected illegally traded liquor from The Theka.
Gurugram outlet was reportedly raided on December 9, 2025, where officials seized 3,921 cases and 176 loose bottles of imported foreign liquor without holograms or Track and Trace Strips.

ED Alleges Illegal Liquor Sales Generated Over ₹10 Crore
The Enforcement Directorate said the imported foreign liquor was allegedly sold through The Theka by displaying it as genuine stock.
The agency said the transactions resulted in profits of about 20-25 per cent on the alleged illegal sales. It further estimated that the activity generated proceeds of crime exceeding ₹10 crore.
These allegations form the centerpiece of the money laundering investigation, specifically the alleged profits from the sale of imported liquor without the correct paperwork.
The ED is probing the alleged nexus between the procurement, storage and distribution of the liquor and the financial transactions linked to the licensed outlet.
Cash and Documents Seized During Two-Day Searches
The search operation started on Tuesday, November 3, and ended on Wednesday, November 4, 2026, lasting for two days. The ED officials seized cash worth ₹11 lakh and documents during the searches.
The agency has not provided any further details of the documents found or named any other arrests in the statement given.
The liquor vend and its promoter, Ankush Goyal, could not be immediately reached for comment on the action by the Enforcement Directorate.
The probe will now centre on the documents and financial records seized to trace the alleged money trail and see if any further action is needed.
