The complaint further claims that Ashokkumar Mishra submitted his resignation from the Laboratory Assistant position on October 4, 2013, and that records indicate the resignation was forwarded to the office of the Joint Director.
Subsequently, Ashokkumar Mishra was allegedly appointed as Junior Clerk and Cashier on October 22, 2013. The complainant has alleged that the appointment was made without a fresh recruitment process, government approval, or the qualifications ordinarily required for the post.
Questions Raised Over Alleged Dual Benefits
According to the representation, documents prepared on June 26, 2023, allegedly sought to extend salary fixation benefits under the Seventh Pay Commission by treating Ashokkumar Mishra as a Laboratory Assistant despite the earlier resignation.
The complainant has alleged that benefits connected to two separate positions continued to be reflected in service-related records and that salary payments were drawn from government funds until March 2025. Sprouts News has not independently verified these allegations.

Krishna Singh Challenges Claims About His Own Appointment
The dispute also involves allegations regarding the service status of complainant Krishna Dinesh Singh. According to the complaint, college authorities and officials have described his appointment as being against an excess or a mistakenly sanctioned post.
However, Krishna Singh has disputed those assertions, stating that his appointment followed the prescribed recruitment process. He has referred to an advertisement published in The Indian Express on July 23, 2014, interviews conducted by a duly constituted selection committee on November 18, 2014, and an appointment letter issued on November 25, 2014.
The complaint further states that his service records have been reflected in the HTE Sevarth system since the 2014-15 academic year and that a confirmation letter was issued on December 16, 2016.
Krishna Singh has also alleged that subsequent service-related actions against him were influenced by personal disputes arising after matrimonial proceedings involving the daughter of the late Dr. R. B. Singh, a former president of the institution.

Report Submitted by Dr. Kiran Kumar Bondar Under Scrutiny
A significant aspect of the complaint concerns a report allegedly submitted by alleged fraudster Dr. Kiran Kumar Bondar on May 29, 2026. According to Krishna Singh, the report focused on letters sent by the college administration on March 5 and March 6, 2026.
The complainant has alleged that the report did not adequately address issues relating to Ashokkumar Mishra’s alleged ineligibility, his reported resignation in 2013, or the allegations concerning salary and appointment benefits.
