Seva First Innovation Challenge Draws 1.07 Lakh Registrations; Maharashtra Minister Claims World Record

Cabinet Minister Mangal Prabhat Lodha announces 107,603 registrations across the Maharashtra zone, with ₹5 crore earmarked for implementation contracts awarded to 50 selected innovators.

The Seva First Innovation Challenge has attracted 107,603 registrations, with Maharashtra Cabinet Minister Mangal Prabhat Lodha claiming the multistate competition has established a world record.

Organised through Maharashtra’s Skill, Employment, Entrepreneurship and Innovation Department, the initiative seeks practical solutions to public challenges while encouraging students, researchers, entrepreneurs and emerging innovators.

The registration window closed at midnight on October 31, with the government announcing plans to award 50 selected participants implementation contracts worth ₹10 lakh each.

Lodha attributed the initiative’s direction to Prime Minister Narendra Modi’s guidance and Chief Minister Devendra Fadnavis’s leadership, describing innovation-led entrepreneurship as a major government priority.

The minister’s world-record claim has not been accompanied in the supplied announcement by details of independent certification, the record category or the organisation responsible for verification.

Seva First Innovation Challenge: Participation Figures and Regional Reach

The Maharashtra zone covers Maharashtra, Goa, Chhattisgarh, and the Union Territory of Dadra and Nagar Haveli and Daman and Diu, extending participation beyond state boundaries.

According to departmental figures, the competition recorded 79,162 team registrations, while 32,298 participants completed their profiles and applicants submitted 16,057 innovative ideas across designated categories.

The registration data also identified 6,192 women, 4,549 participants below 18 years of age and 21,550 participants classified under the general category.

These figures reflect different participation classifications and should not be added together, as the department has not clarified whether the reported categories overlap.

The competition focuses on agriculture, law and order, women and child welfare, urban development, healthcare, defence, sustainable development, infrastructure, emerging technologies, education and employability.

Each of the ten principal sectors contains five subcategories, creating 50 areas in which proposed solutions will be assessed for selection and potential implementation.

₹5 Crore Work Orders to Support Practical Innovation

Cabinet Minister Mangal Prabhat Lodha said 50 winners would receive implementation work orders worth ₹10 lakh each, representing a proposed total financial commitment of ₹5 crore.

Unlike conventional recognition awards, these work orders are intended to help selected innovators translate their proposals into practical projects addressing identifiable social, administrative and technological problems.

The Maharashtra-zone programme website states that work orders will depend on identity verification, financial documentation, implementation feasibility, statutory requirements and compliance with approved programme conditions.

CM MahaFund and Modern ITI Courses Expand Skills Agenda

The government has also outlined the CM MahaFund scheme, proposing collateral-free, low-interest loans ranging from ₹5 lakh to ₹10 lakh for selected young innovators.

Under the proposed framework, one lakh beneficiaries would be selected from a target pool of 30 lakh innovative young people, alongside expert guidance for startup development.

Free short-term courses at Industrial Training Institutes cover artificial intelligence, cybersecurity, drones, electric vehicles, solar energy, green hydrogen, Internet of Things and additive manufacturing technologies.

Additional training includes mobile repairing, technician programmes and social media influencing, while new-age courses introduce industrial robotics, digital manufacturing, three-dimensional printing and AI programming assistance.

The department is also pursuing state-level coordination mechanisms linking government and non-government institutions, with the stated objective of strengthening Maharashtra’s innovation ecosystem and institutional collaboration.

Selection Process and Implementation Remain Key Tests

The Maharashtra-zone application deadline was October 31, although the separate national Seva First Innovation Challenge portal lists November 6 for submissions under its broader programme.

For Sprouts News, the next significant development will be the selection of successful proposals, followed by verification, issuance of work orders and monitoring of implementation outcomes.

The initiative’s longer-term impact will depend on whether shortlisted innovations achieve measurable public benefits, attract sustained institutional support and create viable entrepreneurship opportunities beyond the competition.
