The Jharkhand exam scandal has widened after the Enforcement Directorate opened a money laundering investigation into alleged irregularities in recruitment examinations, including the JSSC-CGL case. The ED action follows a CID FIR, complaints and chargesheets, and could examine financial transactions connected to the allegations. Meanwhile, student protests continue, with demands for a CBI probe, cancellation of certain examinations and reforms to recruitment bodies. The Jharkhand CID has also arrested former JPSC chairperson L Khiangte as its investigation into alleged examination irregularities expands.

Jharkhand Exam Scandal Deepens as ED Opens Money Laundering Probe

The Enforcement Directorate has started an investigation into the alleged irregularities in the recruitment examinations in Jharkhand, including the JSSC-CGL case, after taking cognizance of a CID FIR, complaints, and chargesheets.

The Enforcement Directorate (ED) has registered a money laundering case in connection with alleged irregularities in a series of recruitment examinations in Jharkhand, including the JSSC-CGL examination, officials said on Monday. The probe is after the agency took cognizance of a Jharkhand Police CID FIR and other complaints and chargesheets on alleged irregularities, officials said.

The ED is probing the matter under the Prevention of Money Laundering Act or PMLA, which may widen the scope of the probe beyond the conduct of examinations. Officials said the agency could collect more evidence, summon those involved in the cases and investigate financial transactions linked to the alleged irregularities.

This comes in the wake of ongoing protests by students in Jharkhand over alleged irregularities in recruitment examinations, with the demonstrations continuing for 16 straight days across the state. Students are demanding a CBI inquiry into alleged irregularities in the JSSC-CGL examination conducted by Jharkhand Staff Selection Commission.

Students Demand CBI Probe And Commission Reforms

JSSC-CGL is the Jharkhand General Graduate Level Combined Competitive Examination conducted by Jharkhand Staff Selection Commission for recruitment in government jobs. The protesting students are also demanding reforms in the Jharkhand Staff Selection Commission and the Jharkhand Public Service Commission, popularly known as JPSC.

Their demands include cancellation of a number of recruitment examinations, including the 14th Jharkhand PSC Civil Services Examination, in the wake of ongoing allegations regarding the examination procedures. The protesters have also demanded an independent inquiry by CBI or by a committee of retired High Court judges from outside Jharkhand.

The mounting demands have increased the pressure on the recruitment bodies and officials to conduct the competitive examinations across Jharkhand with several probes by the state authorities.

The controversy has also affected the examination calendar with the JPSC postponing its Combined Civil Services Mains Examination which was scheduled from July 25 to July 27. Protests and allegations related to recruitment examinations continue to attract public and political attention, and the JPSC said the delay was due to unavoidable circumstances.

L Khiangte Arrested As CID Investigation Expands

In a major development, the Jharkhand CID on Monday arrested former JPSC chairperson L Khiangte in connection with the alleged irregularities in recruitment examinations.  CID had interrogated L Khiangte four times since July 28 as part of investigations into allegations related to recruitment examinations held by the JPSC before his arrest.

The state probe agency has also conducted raids at 18 places in Ranchi, Palamu, Hazaribagh, Bokaro and Dhanbad in connection with its investigation. CID had arrested 14 people before action against L Khiangte, officials said, pointing to the widening ambit of the state probe.

The probe has focused on alleged irregularities in recruitment examinations with allegations of irregularities in the examination process and suspected paper leaks. Protesters are demanding an independent investigation into the claims, and arrests and searches have been carried out as student protests continue.

JPSC Members Resign Amid Examination Allegations

The three members of the JPSC, Ajeeta Bhattacharya, Anima Hansda and Jamal Ahmad, resigned on Sunday amid growing controversy over alleged irregularities in the recruitment examinations.

The political link of the commission also led to more public attention on developments concerning the commission, as Supriyo Bhattacharyya, a noted JMM leader and the wife of Ajeeta Bhattacharya, is also connected with the case.

Their resignations came after the Jharkhand CID issued summonses to Ajeeta Bhattacharya, Anima Hansda and Jamal Ahmad to appear for questioning on various allegations including suspected paper leaks.

The questioning of commission members by the CID is part of the state’s broader probe into alleged irregularities in recruitment examinations held in Jharkhand. 

What The ED Investigation Could Mean

So far, allegations have focused largely on examination administration, recruitment procedures and suspected paper leaks, but the ED probe adds an extra financial dimension.

Under the PMLA regime, investigators can look into suspected proceeds of crime and related financial transactions if there is enough evidence to establish a money laundering offense under the law.

However, the mere initiation of an investigation does not establish guilt and allegations against individuals are still subject to investigation, evidence, due process and adjudication by competent authorities.

If examinations are canceled or postponed or put to fresh scrutiny in the wake of findings by investigating agencies, the controversy could have wider ramifications for students and aspirants. The JPSC and JSSC could also face continued pressure to improve examination safeguards, transparency mechanisms and administrative procedures as authorities probe the allegations. 

Investigation And Protests Continue

Next steps for the ED are likely to be based on the evidence gathered from the CID case, complaints, chargesheets and other material perused during its preliminary assessment.

If the agency finds any transactions or assets which need to be examined under the PMLA, it may lead to further summonses, gathering of evidence and potential financial investigations. Meanwhile, student groups are continuing their campaign for CBI investigation, cancellation of examinations and institutional reforms involving the JPSC and JSSC.
