Maharashtra Seva First Innovation Challenge: Mangal Prabhat Lodha Announces Major Push for Rural Startups
Maharashtra Skills University and MACCIA-backed incubation council join forces to support young innovators, promote rural entrepreneurship and create employment opportunities across 36 districts.
The Maharashtra government has strengthened its rural entrepreneurship initiative through a new agreement designed to support young innovators, students and startups participating in the Seva First Innovation Challenge.
The memorandum of understanding (MoU) was signed on October 21 at Mantralaya, Mumbai, in the presence of Maharashtra Skill Development, Employment, Entrepreneurship and Innovation Minister Mangal Prabhat Lodha.
The agreement connects Ratan Tata Maharashtra State Skills University with Gaav Tithe Udyogak Incubation Council (GTUIC), operating under the Maharashtra Chamber of Commerce, Industry and Agriculture (MACCIA).
The collaboration aims to expand access to technical assistance, industry mentorship and incubation opportunities, particularly for talented individuals from Maharashtra’s rural and semi-urban regions.
Mangal Prabhat Lodha Highlights Maharashtra’s Innovation Mission
Minister Mangal Prabhat Lodha said the government remains committed to encouraging grassroots innovation and developing practical, technology-driven solutions to social challenges through the statewide initiative.
He credited Prime Minister Narendra Modi’s leadership and guidance from Chief Minister Devendra Fadnavis, Deputy Chief Minister Eknath Shinde and Deputy Chief Minister Sunetra Ajit Pawar.
According to Lodha, the agreement will help transform innovative ideas into commercially viable enterprises while connecting aspiring entrepreneurs with established industries and experienced business professionals.
The initiative will reach colleges, universities, Industrial Training Institutes (ITIs) and polytechnic institutions, encouraging students to participate in the Seva First Innovation Challenge.
Selected innovators and startups are expected to receive expert mentorship, technical assistance and institutional support to develop practical solutions and explore sustainable business opportunities.
Lodha emphasised that the government’s objective extends beyond conventional employment, focusing on developing young people into independent entrepreneurs capable of generating jobs and supporting economic growth.

Ravindra Mangave Outlines Rural Entrepreneurship Strategy
Gaav Tithe Udyogak Incubation Council president Ravindra Mangave said the initiative seeks to empower rural youth, women and artisans by helping them become entrepreneurs.
Mangave explained that many aspiring entrepreneurs possess innovative ideas and business potential but struggle because of limited access to finance, technology, markets and professional guidance.
He said inadequate awareness of government schemes also restricts business expansion, making coordinated institutional assistance essential for strengthening entrepreneurship in underserved communities across Maharashtra.
GTUIC is working towards establishing district-level business guidance and entrepreneurship support across all 36 districts of Maharashtra through a phased implementation strategy.
Mangave also assured maximum institutional cooperation for the Seva First Innovation Challenge, describing the programme as an opportunity to connect grassroots talent with industry resources.
Senior Officials Sign Agreement at Mantralaya
The agreement was signed by Additional Chief Secretary Manisha Verma, university Vice-Chancellor Dr Apoorva Palkar and GTUIC president Ravindra Mangave in Minister Lodha’s presence.
Other attendees included Ashish Pednekar, Karunakar Shetty, Shivaji Mankar, Shikhar Jain, Rameshwar Pawar, Suresh Ghorpade, Annasaheb Patil and Diwakar Keskar, representing stakeholders associated with the initiative.
Advocate Richa Pathak, Akshata Bhambale, Vishal Bandgar and Jitu Chavan were also present during the signing ceremony, which highlighted cooperation between government, academia and industry.
What the Maharashtra Startup Partnership Means
The collaboration could strengthen Maharashtra’s startup ecosystem by extending incubation services beyond major cities and improving institutional connections for entrepreneurs operating in smaller communities.
However, the announcement did not specify funding commitments, beneficiary targets or a detailed implementation schedule, leaving important questions about the programme’s eventual reach and measurable outcomes.
The next phase will focus on institutional outreach, wider participation and supporting selected innovators, with implementation determining whether the partnership generates sustainable enterprises and employment.
