After the alleged Ram Mandir donation fraud, Uttar Pradesh’s temple authorities are rethinking the way donations are collected, counted and safeguarded. After eight persons were arrested for allegedly siphoning off temple donations and the formation of a Special Investigation Team (SIT), big temples in Mathura, Vrindavan, Prayagraj and Varanasi have tightened their internal monitoring systems. The controversy has also sparked a debate over whether revenue-generating temples should be managed by religious trusts or the government. 

Ayodhya fraud prompts tighter safeguards at major temples

In the aftermath of the Ayodhya controversy, the Shri Krishna Janmabhoomi Temple in Mathura has introduced emergency meetings, stricter vigil on donation boxes and added vigilance during counting of cash. The alleged fraud has shaken confidence among temple managements across the country, said Shri Krishna Janmasthan Seva Sansthan secretary Kapil Sharma.

The Mathura shrine receives donations of almost Rs 1 crore every month. That is why the temple authorities are keen to ensure transparency in their financial practices. Officials have added extra CCTV monitoring, pocketless clothing for staff entering strong rooms and dual supervision of surveillance feeds to minimize risks. Sharma also dismissed the recent allegations demanding a CBI probe into the temple’s donation management as baseless. 

Priests fear greater government intervention

Besides the threat to financial security, many priests and mahants see the controversy as a chance to demand more government intervention in temple administration. Uttar Pradesh has no all-encompassing law that places Hindu temples under direct state control, but government involvement has grown through pilgrimage development projects and administrative bodies.

Vishwa Bhushan, Joint Director of the Department of Religious Affairs of Uttar Pradesh, said that the state has no direct control over temples. He said that religious affairs are still controlled by the sects and societies, and the department mainly looks after the safety, infrastructure, heritage conservation, and public convenience of the pilgrims and other issues under the provisions of the Constitution.

Banke Bihari dispute reflects wider governance debate

The issue has reopened old disputes over the management of the Banke Bihari Temple in Vrindavan. Mahant Gopesh Goswami said government interference in the administration of temples diluted traditional practices and shifted focus away from rituals to administration.

Legal wrangling, a deadly stampede during Janmashtami in 2022, and a High-Powered Management Committee led by retired Allahabad High Court judge Justice Ashok Kumar have brought about major changes in the management structure of the temple. Some traditional practices were later reinstated by the Supreme Court, and representation for hereditary Goswamis increased, but disputes over financial transparency continue.

Committee member Rajat Goswami alleged that Goswamis, who are members of the management panel, too, were deprived of financial documents such as balance sheets and vouchers. District Magistrate Chandra Prakash Singh, also a member of the committee, did not answer calls for comment, the source report said.

Temple leaders defend traditional management

Mahant Balveer Giri, the head of Bade Hanuman temple in Prayagraj, has defended the long-standing system of managing all the donations received in the temple by the Baghambari Gaddi Math. The money is used for charitable activities like gurukul, gaushala, food distribution and welfare of sadhus, he said. This tradition has been going on for generations, he added.

Temple officials said the alleged Ayodhya fraud should not be seen as proof that greater government control would guarantee transparency. Other religious leaders worried that prolonged administrative oversight would gradually undermine the autonomy of hereditary temple custodians. 

Redevelopment projects also face renewed resistance

The controversy in Varanasi has further fueled the opposition of hereditary caretakers of the Kaal Bhairav Temple to the proposed redevelopment projects. Mahants associated with the Kaal Bhairav Seva Samiti say that infrastructure projects such as corridor development could result in greater government control over temple affairs.

Devotees still contribute in the form of traditional offerings and digital payment modes, but temple authorities say that keeping the faith of the public is becoming more and more important. “Temple management is now careful due to the alleged fraud. They are careful from every stage of donation handling and financial oversight,” said Kapil Sharma.

The investigation into the Ram Mandir donation fraud is still on, and the SIT is continuing its probe into the alleged irregularities.
