Elon Musk has said that restrictions on Starshield, the government-controlled satellite communications system developed by SpaceX, are determined by the US military and ultimately President Donald Trump. The reported limits disrupted Ukrainian military drone operations and raised concerns about battlefield communications. Ukrainian officials said connectivity at speeds of up to 160 kilometres per hour was being restored, while calling for the remaining restrictions to be removed. The episode has prompted scrutiny of Washington’s role, the reliability of critical military communications and Ukraine’s dependence on US-controlled satellite infrastructure.
Elon Musk Blames Trump Administration for Starshield Restrictions Disrupting Ukraine’s Military Operations
New speed limits on SpaceX satellite services disrupted Ukraine’s military operations, prompting criticism from US lawmakers and raising questions about Washington’s role.
Bipartisan concern in the United States has emerged over new restrictions on Elon Musk’s Starshield satellite internet service, with reports of new restrictions hampering drone operations and hindering efforts to defend against Russian strikes.
Restrictions hit Starlink, a popular service used for civilian and defensive communications, as well as Starshield, the SpaceX satellite service for the government that supports the military and other sensitive operations.
Elon Musk Starshield Restrictions Raise Questions Over US Military Control
According to a source familiar with the measures, who spoke to MS NOW anonymously due to the sensitive nature of military operations, Ukraine learned of the restrictions Tuesday night.
The systems could no longer connect to data from objects moving above 100 miles per hour, including satellite-connected drones that are used for defensive and offensive missions, the source said.
Starshield speed restrictions disrupted several missions, confirmed Serhii Beskrestnov, defence technology adviser to Ukrainian President Volodymyr Zelenskyy.
“Action seems to be related to the current political situation,” wrote Beskrestnov, without providing an independently established explanation for the timing in the available account.
Ukrainian Defence Minister Mykhailo Fedorov said on Wednesday that Starshield connections were critical to Ukraine’s defence and that high-speed functionality was being restored.
The changes appear to have impacted military capabilities as Ukrainian forces continued to resist Russian attacks, raising questions about the operational impact of restricting satellite connectivity during an ongoing conflict.
Elon Musk Says Washington Determines Starshield Restrictions
Musk, who drew criticism from across the political aisle, said the restrictions on Starshield were up to the US government, not SpaceX, which developed and operates the satellite technology.
Starshield systems are owned and operated by the US government, Musk wrote on X, adding that the decision to accelerate or deploy the system ultimately rests with President Donald Trump.
His comments placed the restrictions in a wider context of government control of military communications infrastructure, but left unanswered questions about the specific decision-making process.
MS NOW quotes the source as saying that SpaceX did not warn Ukraine’s government in advance before the restrictions came into effect. It seems Ukrainian forces found out about the changes after calling customer support for operational issues.
SpaceX told Ukrainian officials that the restriction applied to drones and aircraft travelling at 100 miles an hour or more. But the source said military units also reported performance problems at slower speeds.
The source warned that the restrictions could also cover unmanned aerial vehicles, aircraft, helicopters, defence operations and logistics and could hinder Ukraine’s efforts to counter Russian Shahed attack drones.
MS NOW reported that the White House, Pentagon and SpaceX did not respond to requests for comment.

Republican Lawmakers Criticise Ukraine Policy and Intelligence Sharing
Republican lawmakers also criticised the limits, questioning whether limiting Ukraine’s access to satellite technology could hinder its ability to counter Russia’s military campaign.
Republican Sen. Thom Tillis of South Carolina called on Musk to explain the position of SpaceX, saying that intentionally degrading Ukraine’s defensive capabilities could raise serious moral and legal questions.
On X, Tillis said he was confident the restrictions were not a change in policy by SpaceX, and warned that intentionally hamstringing Ukraine’s defence could be viewed as aiding and abetting a mass murderer.
Separately, Rep. Don Bacon (R., Neb.) decried the reported cutback in intelligence sharing with Ukraine and limits on satellite access during the Trump administration.
On X, Bacon argued that to limit intelligence and connectivity was to help the invader and the war criminal who bombs our cities. He also warned the approach could undermine congressional support for the administration.
Ukraine Faces Wider Uncertainty Over Military Support
The modifications to the satellites came as Ukrainian officials said the U.S. and its allied partners were providing less early warning of incoming Russian ballistic missile attacks.
The reported developments have raised wider questions about Ukraine’s dependence on foreign-controlled communications infrastructure and intelligence support during its defensive war against Russia.
Extended constraints may impact battlefield coordination, drone operations, logistics planning and defence against air threats. "But the full impact on operations is unclear, and the reported disruptions need further clarification from the parties involved."
Top priority for Ukraine is to restore reliable satellite connectivity for vital defence missions. Additional comments from Washington, the Pentagon and SpaceX might help clarify who signed off on the restrictions and whether safeguards would be put in place to avoid similar disruptions.
